Job Description
Purpose of Position
Provides specialist and subject matter expertise in the supervisory assessments of regulated financial sectors (institution-specific as well as sector-wide) and to the development and implementation of regulatory directives, and supervisory practices. Leads and contributes to quantitative and qualitative research, development and assessments to support departmental initiatives.
Key Responsibilities
- Contributes expert analysis of evidence to sector-wide and institution-specific supervisory assessments.
- Documents own analysis in working papers, risk assessment summaries, supervisory letters, and notes.
- Conducts research, monitoring, analysis, and assessment of a range of issues, emerging trends, events, and developments which may impact the regulated entities.
- Provides direction and interpretation on Principles Based Regulation (PBR) under the applicable Acts, current Regulations, and FSRA Rules and Guidance, to FSRA’s supervisory assessments of regulated institutions and sectors.
- Leads the identification of gaps between available evidence and FSRA Rules and Guidance and makes recommendations.
- Builds subject matter expertise within FSRA in specialized areas such as: Capital, Liquidity, Recovery and Resolution, Operational/Non-Financial Resilience, ESG/Climate Risks, Corporate Governance, IT, Treasury/ALM, Retail/Commercial Lending, Securitization, etc.
- Provides subject matter expertise to FSRA’s regulated institutions and sectors to ensure alignment between FSRA’s guidance and supervisory assessments and expectations.
- Assists in developing and maintaining relationships with internal and external stakeholders through informal and formal interactions and consultations.
- Assists in developing, enhancing, and implementing FSRA’s Risk Based Supervisory Framework (RBSF).
- Supports the promotion and implementation of innovation and continuous improvement in the unit.
- Supports critical change and a new collaborative, forward thinking culture within the unit, and works with others to achieve this across the section.
- Works in collaboration with colleagues on division priorities for FSRA.
Qualifications
Education and Employment Experience
- Degree in finance, commerce, business, accounting, science/engineering, law, or related field. Master’s degree and/or professional designations (e.g., FRM, CPA, CFA, CIA) are preferred.
- 5+ years’ experience in financial services. Regulatory experience is preferred.
- Experience in conducting research and analysis to support risk assessment, risk management, policy, governance, processes and practices development.
- Familiarity with credit unions or insurance companies and financial services is preferred.
Knowledge and Skills
- Experience with any of the following subject areas: Capital, Liquidity, Corporate Governance, Recovery and Resolution, Operational/Non-Financial Resilience, Environmental, Social, and Governance (ESG) (including climate change), Information and Communication Technologies (ICT) Risk including Cyber Security, Treasury/ALM, Retail/Commercial Lending, Securitization, etc.
- Experience with research and project management techniques to plan and conduct qualitative and quantitative research.
- Demonstrated risk and controls analysis skills.
- Experience with assessments of the operations and financial condition of financial institutions (e.g., credit unions, banks, insurance companies, trusts, broker-dealers).
- Organizational skills with the ability to prioritize multiple tasks with focus and attention to detail.
- Professional-level verbal, written communication, and presentation skills.
