Job description
1. Project Management and Leadership
  • Accountable for Strategic planning for Capital Projects and communications Sask Polytec leadership and government partners.
  • Prepare and deliver strategic reports to support senior executive decision-making and risk management initiatives
  • Manage consulting contracts, overseeing scope development, budgeting, scheduling to ensure project alignment and efficiency
  • Oversee contract administration, cost forecasting, quality assurance and scheduled monitoring during construction project lifecycles.
  • Develop relationships with internal sponsors, stakeholders, and government partners to align strategic priorities with institutional capacity and available resources.
  • Provide leadership to a team of project liaisons/coordinators and collaborate with various divisions to ensure projects align with policies and strategic goals.
  • Provide strategic guidance to the Director, Campus Operations & Capital Projects on all capital infrastructure projects and portfolios.
  • Identify and resolve budgetary risks, implementing corrective actions to maintain financial integrity across projects.
  • Lead cross-functional teams, fostering collaboration and accountability through project lifecycles.
  • Manage information flow from meetings, ensuring timely organization and scheduling to achieve defined objectives.
  • Prepare comprehensive project status reports, covering scope, objectives, budgets, risks and progress metrics.
  • Develop and enforce various Facilities Management & Development policies and standards to support institutional goals.
  • Collaborate with SaskBuilds and Procurement to align project planning and delivery with
  • Maintain organized and current project documentation across all phases to support transparency and compliance.
  • Assess project outcomes and continuously improve project management methodologies, practices and processes within Facilities Management & Development
  • Oversee design and construction activities, including change management and quality assurance.
2. Resource Allocation and Management
  • Provide strategic input into portfolio planning, including major capital project submissions and budget management
  • Support capital budget development, ensuring alignment with institutional priorities and long-term planning goals.
  • Administer project budget allocations and expenditures, maintaining financial accuracy and accountability.
  • Ensure resources allocations align with approved project plans and timelines
  • Develop and manage reporting frameworks for capital infrastructure projects, supporting transparency and executive oversight
  • Identify, develop and plan of Sask Polytech programs and projects of inclusion in capital planning cycles.
  • Manage budgets and other project parameters (scope, quality, schedule) for portfolios of Sask Polytech capital projects
  • Develop, manage, and forecast for major capital project budgets
  • Manage change requests and capital requests
  • Analyze and manage information regarding staff, programs and academic reductions or cancellations
  • Analyze potential and new academic programs and space utilization and individual program utilization of space
3. Stakeholder Coordination & Procurement
  • Participate in the annual Provincial budgeting process through submission development for the Ministry of Advanced Education Call for Capital in alignment with Sask Polytech's strategic plan.
  • Identify and coordinate stakeholders’ participation, ensuring availability and engagement throughout project lifecycles.
  • Facilitate procurement events and contractual arrangements in collaboration with governments and other agencies
  • Create and monitor performance metrics, to evaluate capital infrastructure programs effectiveness and drive continuous improvement
Internal
  • Provide strategic leadership and cross-functional collaboration across all Sask Polytech divisions and stakeholders to ensure the successful design, implementation, and actualization of capital infrastructure projects.
  • Champion a positive, diverse and inclusive working relationship is fostered and maintained in interactions across all operational areas.
  • Demonstrate a high level of client service and stewardship in the area of Facilities Management & Development for Sask Polytech.
External
  • Communicate and coordinate with government to inform decision making.
  • Lead strategic collaboration and work effectively with all external stakeholders and contract resources, ensuring partnerships with government, industry partners, and parties of interest are optimally realized.
  • Provide strategic oversight to Sask Polytech’s operations, performance, functional requirements and reputation are accurately reflected in communications.
  • Ensure compliance with regulatory reporting requirements are met, including appropriate and complete documentation.
  • Establish and cultivate strategic partnerships with other institutions and agencies to ensure external communication and benchmarks are maintained and documented.
  • Manage and direct the efforts of external consultants and contractors to ensure accountability for high standards of performance and outcomes.
4. People Management
  • Lead by example in demonstrating trustworthiness, high quality of work, and strong work ethic, with a continuous improvement mindset.
  • Train and mentor junior staff, including reviewing of work.
  • Commitment to providing exceptional service and maintaining positive relationships with internal and external stakeholders.
  • Provide leadership and direction, delegate and monitor the actions of direct reports to ensure tasks are executed within their approved cost, schedule and technical baselines.
  • Ensure a positive, diverse and inclusive work and learning environment for direct reports and those sharing lines of communication.
  • Provide mentorship, coaching and development opportunities to enhance performance and to enable direct reports to achieve their accountabilities.
  • Determine and communicate clear performance standards and goals for direct reports and hold them accountable for meeting those standards and goals.
  • Ensure that established performance goals for staff are aligned with the overall strategic goals of the department and the entire organization.
  • Maintain a high level of staff performance through effective use of human resources practices and procedures, including independent authority in the recruitment, selection, hiring, training, development, motivation and performance evaluation of direct reports.
  • Address people management issues with direct reports, including independent authority to discipline, dismiss and/or terminate where appropriate, applied in a timely manner while ensuring compliance with the collective agreement.
  • Provide information to direct reports about strategic and operational developments within the organization that affect their working environments and how they do their jobs, both in the short- and long-term.
