What we are looking for

The Senior Policy Analyst is responsible for leading and supporting the development of sound strategic policy analysis on business priorities, and challenging and politically sensitive issues. This includes identifying issues, evaluating policy options, collaborating with internal and external stakeholders, and developing recommendations on matters pertaining to the Canadian Payments Act, regulations and by-laws; the development, modernization and revisions to Payments Canada’s policy frameworks and rules; and other policy related matters arising from the operation of Payments Canada’s clearing and settlement systems.

The Policy Analyst will also build and manage internal and external relationships to support sound policy development and effective decision-making toward the achievement of Payments Canada’s objectives and priorities.

A day in the life

Responsibilities for this role will include:

Policy Analysis & Advice:

Lead policy development, perform analysis, and develop recommendations for Payments Canada’s systems, by-laws, rules, and initiatives. Prepare and deliver accurate reports and briefings for senior management and the Board. Participate in inter-divisional initiatives, proactively identifying issues, risks, and opportunities.

Subject Matter Expert:

Develop expertise in the Canadian payments ecosystem and regulatory environment and share knowledge with internal and external audiences.

Relationship Management and Industry Engagement:

Build and maintain constructive relationships internally and externally. Engage with stakeholders, manage sensitive policy issues, and provide policy advice to operational committees.

You will need to be successful

Undergraduate degree in Economics, Law, Public Policy, Social Science, Public Administration or related field.

Minimum of 2-4 years of experience in policy development, preferably in the financial sector with a focus on payments, financial services or financial regulation.

Understanding of the policy issues affecting the Canadian payment ecosystem and the ability to develop a deep understanding of Payments Canada’s clearing and settlement systems.

Experience providing authoritative policy analysis and recommendations on options to senior colleagues.

Experience working collaboratively with and consulting within a complex ecosystem, consisting of industry, government and consumer stakeholders.

Exceptional writing and presentation skills.

Valid criminal records check or eligibility to obtain.

Occasional travel is required.

Salary range

Based on qualifications and experience: $88,500 to $118,000
