Department: Administrative Management | Department of Pathology and Laboratory Medicine | Faculty of Medicine

Compensation Range: $6,747.50 - $9,701.42 CAD Monthly. The Compensation Range is the span between the minimum and maximum base salary for a position. The midpoint of the range is approximately halfway between the minimum and the maximum and represents an employee that possesses full job knowledge, qualifications and experience for the position. In the normal course, employees will be hired, transferred or promoted between the minimum and midpoint of the salary range for a job.

Job Summary

The Residency Program Manager has strategic and operational responsibilities for the planning and delivery of six accredited postgraduate residency education programs: General Pathology; Anatomical Pathology; Medical Microbiology; Medical Biochemistry; Neuropathology; and Hematopathology; as well as the Area of Focused Competence (AFC) Diploma Program in Transfusion Medicine and Paediatric and Perinatal Pathology and clinical fellowships. Programs must meet or exceed national accreditation standards and are undergoing a transformation to a Competency-based Medical Education approach. The position is responsible for project management during phased implementation, change management and communication planning, coordinating implementation timelines, ensuring ongoing program success, and meeting accreditation standards.

Organizational Status

The incumbent administers the residency and AFC programs and reports to the Director, HR and Admin in the Department of Pathology and Laboratory Medicine. Works closely with Directors of each Residency Program, AFC programs and clinical fellowships. Supervises two Program Assistants, a worklearn student, and collaborates with the Finance Manager and Finance Assistant; maintains contact with the Faculty of Medicine - Undergraduate Medical Education and Postgraduate Medical Education Offices, CPSBC and RCPSC. Provides day-to-day oversight of one full-time Program Assistant.

Responsibilities

COMPETENCY BY DESIGN (CBD) & ACCREDITATION

  • Provide project management during the phased CBD implementation, including change management plans, communication plans, coordinating implementation timing, and training.
  • Develop, coordinate, and implement evaluative feedback strategies and project plans.
  • Oversee and manage the accreditation process for all UBC Pathology and Laboratory Medicine postgraduate residency education programs, ensuring CBD initiatives align with RCPSC standards.
  • Ensure changes to accreditation are reflected in the CBD implementation plan; implement change management strategies and communicate with faculty, residents and staff about policies and accreditation standards.
  • Collaborate with Program Directors to support accreditation portfolios and ensure deadlines/submissions to RCPSC; ensure ethical requirements for evaluative feedback activities.
  • Serve as the single point of contact with RCPSC for status updates on CBD accreditation.

ADMINISTRATION

  • Advise and participate in development, planning, and delivery of the Residency and AFC Programs.
  • Oversee CaRMS application process, including processing applications and ranking candidates.
  • Plan and deliver orientation sessions for new residents and fellows; review and revise orientation materials and Resident Policies and Procedures Handbook annually.
  • Prepare and analyze statistical reports for Program Directors and RCPSC on-site surveys and internal reviews.
  • Oversee residency placement progress and yearly rotation scheduling for all Pathology residents and other programs; coordinate out-of-province and out-of-country electives.
  • Develop and implement policies and procedures in line with UBC policies, RCPSC standards, and CPSBD requirements.
  • Serve as public relations officer for residency programs and manage staff recruitment, training, evaluation, and, if needed, termination; identify workload and training needs.
  • Coordinate recruitment of new Program Directors; draft articles for departmental newsletters and maintain residency program content on the Department website.
  • Develop and maintain efficient systems for program implementation; provide daily operational oversight (IT, Equipment, Space, Secured Access).
  • Collaborate with Program Directors on resident appointments and promotions; oversee Education events and related projects (Graduation, Awards Banquet, Academic Half Days, etc.).

FINANCE

  • Develop, implement, and analyze budgets; monitor expenses and resolve discrepancies; evaluate cost reductions with Program Directors.
  • Review PGME budget allocations for six residency programs, the fellowship program, and external trainee funding; monitor overall budget to avoid overspending.
  • Collaborate with the Finance Manager on funding discrepancies and ensure expenses are correctly charged; develop policies for external funds for Fellows.
  • Present budgets at Resident Program Training Committee (RPTC) quarterly meetings; oversee data collection and data quality for Teaching Tracking Payment System for Clinical Faculty.

COMMITTEES

  • Coordinate and participate in meetings of the RPTC, CC, and PDEC; participate in Chief Residents meetings and Trainee Awards Committee; participate in PGMECA.
  • Perform other duties as required.

Consequence of Error/Judgement

This position requires working with a high degree of autonomy within a flat organizational structure, dealing with design, development and delivery of new evaluative feedback and accreditation systems. A high level of confidentiality, discretion, and tact is required when handling sensitive issues.

Supervision Received

Works autonomously with no managerial direction in assigned areas. Work is evaluated for sound management and achievement of objectives.

Supervision Given

Manages and evaluates the Residency Admin Program Assistant and related staff, including scheduling and processing payments.

Minimum Qualifications

Undergraduate degree in a relevant discipline. Minimum of three years of related experience, or the equivalent combination of education and experience.
