Department: Education, Culture and Employment

The Department of Education, Culture and Employment (ECE) provides the residents of the Northwest Territories with access to quality programs, services and support to assist them in making informed and productive choices for themselves and their families with regard to education, training, careers, employment and labour, child development, languages, culture and heritage.

Scope

This position is located in Inuvik and is one of five senior positions reporting directly to the Regional Superintendent. The incumbent leads the effective delivery of career and employment development programs for the Region and ensures that an integrated case management approach for clients, including Income Assistance and Apprenticeship is incorporated into the development programs for the Region and ensures that an integrated case management approach for clients, including Income Assistance and Apprenticeship is incorporated in to the development and delivery of programs. The Manager participates with other Department, Indigenous Government and Organizations; NGO\'s and outside agencies and the Federal Government to plan and develop integrated approaches to Labour market programing that make the best use of available resource. This position leads the development of annual regional plans based on Labour market trends and consistent with the Department\'s objectives.

The incumbent manages a budget in excess of $1,500,000 and has revenue authority of $50,000 allocated to provide effective delivery of Career and Employment programs and services. The Manager has spending authority up to $50,000 and negotiates contributions up to $150,000.00. The Manager is accountable for the spending and control of public funds, the actions of staff and the overall delivery of Education, Culture and Employment\'s programs.

Effective career development programs and services enhance the credibility of the Department and Contribute to the development of a skilled northern workforce.

The Manager supervises 3 Career Development Officers in Inuvik and provides service coverage to 8 communities.

The Manager, Career Development acts on behalf of the Regional Superintendent as required and actively participates in contributes to the success of the regional management teams.

The Manager is accountable for the appropriate expenditure of public funds, the actions of staff and the overall delivery of ECE\'s programs. Effective leadership to career development programs and services enhance the credibility of the Department and contributes to the development of skilled northern workforce.

Knowledge, Skills and Abilities

  • Knowledge of the strategic goals and direction of the GNWT, the department, Education, Culture and Employment, Aurora College, Indigenous Governments and organizations and Non - government organizations to provide context and direction for staff delivery of programs and services;
  • Knowledge of NWT Labour market, employment and training trends to ensure programs and services target client needs;
  • Knowledge of career development, human resource development and adult learning theory and practices to ensure programs and services are appropriate for the client base;
  • Proven, effective communication skills, interpersonal skills, organizational skills, people management skills, time management skills, analytical skills to deal productively and effectively with staff, customers, and various partners on training and Labour market matters;
  • Knowledge of the content and interpretation of the Apprenticeship, Trade, and Occupations Certificate Act, Collect Agreement, Excluded Employee Handbook, the Public Service Act, the Human Resource Manual to support staff in making appropriate interpretations;
  • Proven leadership and management skills to effectively mange, coach and supervise staff including the ability to negotiate staff policies, resolve disputes and evaluate worker performance;
  • Working knowledge of generally accepted accounting principles and experience in applications of accounting theories and principles to ensure compliance with GNWT Financial legislation including the ability to analyze variance reports;
  • Knowledge of general contracting protocols to ensure compliance with the GNWT\'s Financial Administration Act;
  • Excellent computer skills including experience with spreadsheets and word processing applications (such as Microsoft Excel and Word) to convey financial information, including a facility with computerized financial data bases.

Typically, the above the qualifications would be attained by:

A degree in Education or the Social Sciences, plus three years of experience in the career development field and one year of supervisory experience.
