Assessment accommodation

Important Note: The work location is Jasper, Alberta. Remote work is not possible for this position. Due to the 2024 Jasper wildfire, staff accommodations are limited, but are a possibility if required. Housing in general can also be challenging to secure at this time. Many employees choose to commute from Hinton, Alberta, about 75 km from the Jasper townsite. Commuting assistance would be provided in these cases.

Responsibilities
  • Coordinates, conducts and prepares Impact Assessments to maintain the environmental and commemorative integrity of Parks Canada natural and cultural resources.
  • Designs and implements environmental surveillance and monitoring programs to ensure implementation of approval conditions, terms and agreements for construction, clean-up, restoration and follow-up reporting programs for complex utility or development projects.
  • Provides leadership and advice on locally sensitive projects or policies.
Work environment

Parks Canada is a federal government agency responsible for the protection and presentation of Canada’s natural and cultural resources through a system of national parks, national historic sites and related areas. The work location is Jasper, Alberta; remote work is not possible.

Jasper offers mountains and outdoor recreation opportunities. The position requires willingness to travel in various terrains and weather conditions and may involve shift work and working in adverse weather.

Qualifications

Education: Graduation from a recognized university with an undergraduate degree in resource management, conservation biology or other environmental science relevant to the position (environmental science includes biology, ecology, forestry, soil science, geology or geography). Degree equivalency.

  • Experience: Significant experience three or more years in preparing impact assessments and/or facilitating environmental protection regulatory processes; experience in projects and activities involving management of natural and cultural resources, including performing environmental surveillance and monitoring for construction activities; experience working on impact assessments and providing surveillance for complex major resource, utility or development projects; experience working with government agencies, industry, the public and other stakeholders on impact assessment and regulatory processes; experience advising managers on mitigation strategies for construction projects and environmental management issues and regulatory obligations.

Additional experience: Experience in hazardous material management, spill avoidance and response; experience collaborating with Indigenous groups or Indigenous organizations.

Language: English essential.

  • Knowledge: Knowledge of federal legislation and policies related to environmental and cultural protection; knowledge of impact assessment, site assessment, and environmental protection in a regulatory context; knowledge of terrestrial and aquatic environments and the vegetation and wildlife characteristics specific to Jasper National Park; knowledge of environmental mitigations for construction projects on land and in/near water, and restoration practices.
  • Abilities: Ability to communicate effectively and diplomatically both orally and in writing to a variety of audiences; ability to analyze and interpret scientific and technical reports, and make recommendations to non-scientific managers; ability to conduct environment surveillance for construction projects, including the preparation of inspection documentation and other technical/scientific reports; ability to plan and organize.

Conditions of employment
  • Reliability Status security clearance - You are required to obtain and maintain this security level throughout this employment at Parks Canada Agency.
  • You will be required to possess and maintain a valid Class 5 driver’s licence recognized by the province/territory applicable to this offer of employment.
  • You will be required to work shift-work, and/or weekends, and/or statutory holidays and provincial/territorial holidays as scheduled by your delegated manager. Compensation will be as prescribed in the Terms and Conditions of Employment applicable to you.
  • You must be willing to work and travel in a variety of terrains and weather conditions in the performance of the duties. You may be required to wear a uniform; if so, Parks Canada will provide the required uniforms in accordance with the Parks Canada Uniform Policy.
