Organizational Design and Classification Specialists

We are actively seeking Organizational Design and Classification Specialists. The ideal candidates are Organizational Design and Classification professionals with a minimum of 5 years’ experience in the Federal Government. Successful candidates will have the ability to work both independently and as part of a strong and dynamic team with proven experience working within the public sector within a professional services environment.

Daily Tasks and Responsibilities (but not limited to)

  • Performing strengths, weaknesses, opportunities, and threats (SWOT) analysis and documenting workflows
  • Reviewing existing work processes and organizational structures to determine their efficiency and effectiveness, and making recommendations
  • Developing and/or implementing functional communities’ organizational models and associated generic work descriptions
  • Developing and updating generic and specific work description frameworks and developing appropriate learning tools within the generic and specific streams of work
  • Developing and implementing new classification standards and occupational group structures, as well as providing advice
  • Lead and participate in classification committees, including grievance classification committees and writing reports
  • Participate in meetings on strategic classification issues with the Organization’s clients, managers, and senior management
  • Analyzing policies and business functional requirements to identify information, procedures, and decision flows, and making recommendations
  • Providing advice and performing activities on conversion processes and redress mechanisms in the context of classification reform
  • Evaluating performance frameworks, developing performance needs, and reporting on systems and processes
  • Leading organization and classification projects following project management principles
  • Analyzing current state, to-be state and end state, developing options based on to-be state and recommending new organizational structures (could include costing)
  • Articulating business requirements via recommendations in relation to organizational maturity
  • Providing advice in defining new requirements and opportunities for applying efficient and effective solutions: identifying and providing preliminary costs of potential options
  • Researching and developing policies, guidelines, procedures, and tools to strengthen or re-align organizational maturity
  • Developing and/or providing advice on classification policies, procedures, and tools
  • Providing mentoring, coaching assistance, and/or training on classification or organizational design

Security Clearance

QMR is a Top-Secret Facility cleared organization. Candidates must be eligible for a valid Government of Canada security clearance to a minimum of Level I - Enhanced Reliability. To meet this requirement, candidates must be Canadian Citizens, having lived in Canada for a minimum of five (5) years. Candidates residing outside of Canada or those who have not resided in Canada for a minimum of five (5) years will not be given consideration.

Desired Skills and Experience (must be clearly demonstrated in Resume/CV)

  • University Degree in a related field or a Certification and an appropriate combination of experience and expertise. Preference will be given to candidates with specializations in Organizational Design and Classification or related field with the ability to provide copies of all Education, Certifications and Training for contract award purposes
  • A minimum of five (5) cumulative years of Organizational Design and Classification experience and detailed knowledge of staffing policies and regulations and the proven ability to apply them
  • Proven experience developing and reviewing Organizational Design and Classification processes and strategies
  • Proven experience providing Organizational Design and Classification advice and guidance to senior executives including work descriptions, work flows and justification statements; specific Organizational Design and Classification advice examples must be included in the CV
  • Proven experience writing work descriptions, developing and/or providing advice on classification policies and procedures
  • Expert level proficiency with MS Suite of tools including Word, Excel, and PowerPoint
  • A minimum of five (5) years working with the Federal Government of Canada including departments and agencies
