Overview

Manager of Sustainability, Energy & Environmental Planning role at North Vancouver School District #44. The district provides world-class instruction and a diverse range of programs to inspire success for every student and to bring communities together to learn, share and grow.

The core function: The Manager of Sustainability, Energy, and Environmental Planning is responsible for managing and advancing sustainability, energy, and environmental planning activities within the school district. The primary objective is to improve the energy and environmental performance of the district’s 2.1 million square foot building portfolio while providing the best possible learning environments for students. The role facilitates the integration of sustainability into all aspects of NVSD by balancing greenhouse gas emissions, energy efficiency, water consumption, solid waste, indoor environment quality, transportation, and resilience. This is achieved through developing, implementing, and refining NVSD's Sustainability Strategy, Strategic Energy Management Plan, and related behavioural change and environmental stewardship initiatives to foster a culture of sustainability.

Responsibilities
  • Lead the development and implementation of a systematic, process‑oriented energy management program that delivers sustainable energy savings across the district.
  • Meet deliverables required by the BC Hydro Energy Manager Program, including maintaining NVSD’s Strategic Energy Management Plan (SEMP) and delivering quarterly reports to BC Hydro; ensure programs and initiatives support continuous improvement within all NVSD properties.
  • Liaise with internal stakeholders (maintenance, capital projects, ICT, purchasing, service operations) to integrate energy efficiency into daily practice.
  • Collaborate with BC Hydro and FortisBC to obtain incentive funding for energy efficiency projects.
  • Lead the development and implementation of the NVSD Sustainability Strategy, including organizational policies, educational programming, and facilities initiatives.
  • Chair the Sustainability Strategy Implementation Team (representatives from Facilities & Planning, Communications, Educational Services); identify indicators, targets, timelines, and budgets; report progress to Senior Executive and Board of Education.
  • Promote NVSD sustainability initiatives among other school districts and public sector organizations.
  • Manage BC Carbon Neutral Government activities, including data collection and tracking using the BC reporting tool, CNAR submission, annual carbon offsets, and carbon reduction initiatives as required by GHGRTA; liaise with the finance department to project and track carbon offset liabilities.
  • Manage the NVSD energy management information system (PUMA) and monitor monthly energy performance for issues and opportunities.
  • Monitor water consumption and solid waste data to track progress against organizational targets.
  • Participate in annual operation and maintenance budget process; monitor spending against the ≈$1.8M utility budget.
  • Develop energy and sustainability project submissions for the annual capital intake process using asset management data, LRFP, work orders, site inspections, and consultant reports to determine project scope and budgets.
  • Lead the BC Hydro Continuous Optimization program for NVSD secondary schools.
  • Oversee energy retrofit projects to ensure on‑time, on‑budget delivery.
  • Support and direct environmental stewardship initiatives by providing leadership and technical guidance to staff.
  • Collaborate with school administrators, teachers, and staff to develop school‑specific sustainability initiatives (e.g., energy reduction campaigns, transportation, water, and waste).
  • Liaise with internal stakeholders to integrate sustainability into daily practice across departments.
Qualifications
  • Bachelor's degree in engineering, architecture, or building science.
  • Certified Energy Manager (CEM).
  • Minimum of 5 years of relevant experience in building design, construction practices, HVAC and DDC systems, building commissioning, energy analysis, water efficiency, renewable energy, financial analysis, policy development, carbon accounting, and green building ratings such as LEED for existing buildings.

Compensation & Benefits
