Manager, Facilities Services Operations

Job Summary

Reporting to the Director of Facilities & Property Management, this role leads the Facility Services Operations function, overseeing facility operations and maintenance, custodial services, civic precinct events, and resource management across the corporate facilities portfolio. The position is responsible for developing operational work plans, managing and monitoring budgets, and administering recruitment, training, and performance management for a diverse team of full‑time, part‑time, supervisory, operational, and administrative staff. The role also manages union relationships, including collective agreement negotiations and grievance resolution. Facilities under this portfolio include Mississauga City Hall, Living Arts Centre, Central Library, Celebration Square, Ontario Court of Justice, and facilities at 3240 and 3235 Mavis Road.

The successful candidate will be required to report into the office on a daily basis.

Duties and Responsibilities
  • Provide strategic leadership and mentorship to a multidisciplinary, unionized workforce while advising senior leadership, the Mayor, and Council. Serve as the primary liaison for major civic facilities and lead the development of operational policies and best practices.
  • Ensure compliance with health, safety, fire, building, and employment legislation, overseeing risk management, audits, inspections, incident reporting, and union relations.
  • Developing and managing facilities operations services in relation to corporate strategic objectives.
  • Responsible for creating work plans for various areas of business, developing and monitoring budgets and event space revenue.
  • Manage day-to-day operations for multiple city facilities, including staffing, recruitment, performance management, capital coordination, and external partnerships. Deliver regular operational and compliance reporting.
  • Manages, liaises and provides direction, guidance, supervision, and information to a wide range of outside consultants, contractors, and vendors who provide services and/or project support for all facilities.
  • Developing and monitoring the annual operation and maintenance budgets based on historical data, contract renewal pressure, and assets condition.
  • Oversee financial and resource management, including operating, labour, capital, and event‑space budgets, ensuring fiscal accountability and 24/7 service delivery.
  • Provide strategic oversight of seven major city facilities and city‑wide cleaning services, including maintenance, renovations, vendors, and contractors.
  • This high-visibility role leads 6 direct reports and 35 unionized staff, manages multi‑million‑dollar budgets, and requires availability beyond regular hours to support critical operations.

  • Oversee all communication related to City Hall, Central Library and Living Arts Centre to Mayor, members of council and city staff who occupy these facilities.
  • Ability to interpret and administer legal agreements and contracts.
  • Municipal or government experience, including working with elected officials, is an asset.
  • Valid G Driver’s License and clean Driver’s Abstract required.
  • Proven ability to lead high-performing, collaborative teams.

Hourly Rate/Salary: 114,677 - 152,905. Hours of Work: 35. Work Location: City Centre, 300 City Centre Drive, Mississauga. Department/Division/Section: CMS/Community Services Dept, CMS/Facilities & Property Management, Energy Mgt & Facilities Mntce. Non-Union/Union: Non Union.
