Job Summary

The Department of Health – Innovation and eHealth Branch requires the services of an Intermediate Business Systems Analyst with eHealth and Electronic Medical Record experience to support Provincial Electronic Medical Records (EMR) Program operations in the Innovation & eHealth Branch of the Department of Health and related services in alignment to the Provincial Health Plan. The Intermediate Business Systems Analyst will also be required to review vendor release documentation and present to applicable stakeholders, lead testing for vendor releases (including: gather requirements, write test cases, develop testing plan, execute testing plan), lead requirements gathering workshops, create documentation for provincial releases, facilitate sessions with internal and external stakeholders, as well as the creation of both solution and operational documentation in support of various Primary Health Care and Innovation and eHealth initiatives.

Responsibilities
  • Creating, Maintaining and Updating Release Management documentation for RHA Managed EMRs
    • Manage hot fix, urgent prod issues
    • Create test cases
    • Develop and execute Release testing plans
    • Ensure proper testing is completed, regression testing
    • Ensuring approvals, communications, deployments, notifications are coordinated
    • Performing and ensuring production validation checks
    • Facilitate internal and external stakeholder meetings to gather Release requirements
  • Collaborating with Internal and External Stakeholders to ensure successful completion of the deliverables.
  • Working with the Provincial EMR Program resources and Intrahealth to define a Forms Management process and standardized form nomenclature and deployment.
  • Providing BA expertise in areas related to the Provincial EMR Program and related Provincial Health Plan initiatives.
  • Providing user support and guidance on the use of RHA Managed EMRs for practice optimization within the RHA EMR sites.
  • Creating Training Documentation and materials as needed and guided by clinical engagement feedback and change management plans.
  • Maintaining and updating operational documentation.
  • Documenting vendor engagement, release management and quality assurance processes.
  • Working with the various initiatives under the Provincial Health Plan – Access to Primary Care in several Business Analysis capacities (eliciting business requirements, facilitating workshops, documenting user stories, business processes and standard operating procedures).
Requirements
  • A bachelor’s level University degree in Computer Science, Business Administration, or a similar discipline.
  • A minimum of 5 years of experience as a Business Systems Analyst including requirements gathering, facilitation, use case analysis, and detailed design activities.
  • Excellent verbal and written communication skills in English and French.
  • Demonstrated experience in a Business Systems Analyst role in eHealth in a Canadian jurisdiction related to both project and operations work. Please provide examples of projects/operations related work. Experience with Canadian EMRs would be an asset.
  • Demonstrated experience in facilitating sessions with diversified groups of Subject Matter Experts/stakeholders resulting in clear and concise business requirements as well as leading the development and execution of a testing plan.
  • Demonstrated experience in documenting testing plans / workflow / business processes / user stories.
  • Demonstrated experience in defining and documenting Standard Operating Procedures in support of program operations.
  • Demonstrated experience in Canadian provincial eHealth system, including understanding HL7 integrations, HL7 messaging laboratory domain (requisition and results), electronic lab distributions.
  • Proven expertise in leading the end-to-end development, coordination, and finalization of comprehensive Request for Information (RFI) and Request for Proposal (RFP) documentation, including strategic planning, stakeholder engagement, requirements gathering, content drafting, and ensuring alignment with procurement regulations and organizational objectives.
  • 5 years of IM/IT experience.
