Summary

The HSE Manager oversees the health, safety and environmental (HSE) and transportation compliance regional activities for the Company by providing technical, operational, and guidance of the Company’s HSE Management System across our operations. The position is based primarily in Alberta, Canada, preferably out of the Grande Prairie office, but will require regular travel to other Certarus and client locations and other provinces, including both office and field locations. The role reports directly to the Health, Safety & Environmental Vice President.

Schedule
  • Normal business hours with on‑call responsibilities, with 60% travel expected to support Western Canadian operations.
Duties & Responsibilities
  • Expert knowledge of state/provincial and federal regulations, standards, and laws as applicable to geographic area supported.
  • Ensures all field employees understand and comply with all regulatory requirements and Company safety practices.
  • Performs compliance audits of work sites to ensure follow‑up on corrective actions.
  • Develops and prepares reports for leadership as required.
  • Verifies compliance regarding inventory, storage, handling, and transportation of hazardous materials used in conducting Company field operations.
  • Assists with conducting all site inspections required or initiated by regulatory agency representatives.
  • Performs routine inspections of equipment and environmental conditions to verify continuous compliance.
  • Audits field safety and environmental paperwork for accuracy and compliance.
  • Assists and mentors field supervisory personnel with incident investigations, determining causes, and preparing detailed and accurate analysis reports.
  • Supports and participates in the organization’s HSE initiatives.
  • Manages and resources personnel to adequately cover operations.
  • Responsible for the development of strategies and operational plans for their area of responsibility and executing these plans to deliver agreed‑upon results.
  • Provides strong leadership, direction, and motivation to the team.
  • Strives for industry‑leading safety and compliance performance and implements plans to reach KPI targets.
  • Provides representation for the HSE department in relation to other Certarus functional areas.
  • Drives continuous improvement of departmental processes and enhances integration with other departments.
  • Liaises with client and contractor representatives promoting the Certarus HSE programs and Core Values.
  • Acts as a participant in the Certarus Joint Health & Safety Committee (JHSC).
  • Develops expertise and becomes subject‑matter expert in the Certarus Health Safety & Environment Management System (CHSEMS).
  • Oversees serious incident investigations and corrective actions, and responds to scenes where necessary.
  • Liaises with regulators to promote proactive communication and cooperation.
  • Supports Certarus organizational levels in adhering to positional HSE responsibilities.
  • Supports overall company adherence to company policies and regulations governing Certarus operations.
  • Works closely with Regional Operations Managers on design, implementation, and maintenance of HSE programs and initiatives.
  • Reports on HSE performance to local operational management.
  • Works on special projects under minimal guidance of the HSE Manager – Northern Region.
  • Promotes and drives a proactive and positive HSE culture within Certarus.
Requirements
  • Minimum of 10 years of experience in an HSE role.
  • Bachelor’s degree and/or a diploma in Occupational Health & Safety or related discipline, or a combination of education and management experience that would be considered equivalent.
  • Professional certification (CRSP or CSP) is an advantage.
  • Strong knowledge of US & Canadian Occupational Health & Safety regulations.
  • Strong knowledge of US & Canadian Transportation regulations.
  • Strong knowledge of regulatory requirements to mitigate operational risk.
  • Prior experience supporting upstream/midstream energy services and/or production operations strongly desired.
  • Prior experience in developing policies, practices, and governance of internal HSE Management systems is an advantage.
  • Demonstrated ability to foster relationships/partnerships with internal and external stakeholders.
  • Excellent communication skills for audiences across regionally diverse areas.
  • Proficient with Microsoft 365 Suite, with strong MS Excel skills.
  • Valid passport with the ability to travel within Canada and the United States.
