About the Homelessness Reduction Innovation Fund (HRIF)

The Homelessness Reduction Innovation Fund (HRIF) is a national initiative led by the Government of Canada and administered by the Canadian Alliance to End Homelessness (CAEH) to accelerate reductions in homelessness through innovative, system-level interventions. HRIF provides one-time funding to communities to design, test, and implement creative approaches that remove barriers to housing, integrate culturally appropriate practices, and achieve measurable reductions in homelessness.

Position Summary

Homeward Trust Edmonton is seeking a collaborative and solutions-driven Landlord Partnership Liaison to help deliver the Landlord Engagement Accelerator component of the Homelessness Reduction Innovation Fund (HRIF) Pilot. This role is focused on building and maintaining strategic relationships with private market landlords to increase access to affordable housing for individuals experiencing chronic homelessness.

The Landlord Partnership Liaison will act as the primary contact between Homeward Trust and participating property owners, offering hands-on support, risk mitigation tools, and training that promote long-term housing stability for tenants. This position is key to reducing barriers to housing and preventing the loss of affordable units from the rental market.

Duties and Responsibilities
  • Landlord Recruitment and Engagement — Proactively identify, recruit, and onboard landlords and property managers interested in providing affordable units for individuals experiencing homelessness.
  • Promote the benefits of participating in the Landlord Engagement Accelerator, including rent guarantees, risk mitigation supports, and barrier reduction tools.
  • Coordinate communication and relationship management with participating landlords throughout the project lifecycle.
  • Deliver training sessions and provide ongoing tenancy support resources to landlords, including education on trauma-informed practices, Housing First principles, and equity-focused engagement.
  • Serve as a problem-solving liaison for conflict resolution between landlords and tenants.
  • Provide coaching to help landlords navigate tenant challenges related to income, credit, rental history, or other risk factors.
  • Operational and Financial Support — Facilitate timely processing of landlord reimbursements for prior rent loss (up to 3 months), repair of fully depreciated assets, and monitor funded repairs and support documentation and verification of expenses.
  • Ensure landlords are aware of and supported through all administrative requirements associated with the pilot project.
  • Program and Systems Coordination — Collaborate with project and data teams to ensure accurate tracking of units preserved and activated, document landlord activities and outcomes in program databases and project reporting tools, and contribute to identifying trends and insights for future scale-up.
  • Deliverables and Measures of Success — Recruitment and onboarding of landlords to preserve and/or activate 50 affordable housing units; facilitate access to funding for rent loss, repairs, and maintenance; deliver risk mitigation support and training resources; document all landlord interactions and supports; participate in reporting activities and collaborative meetings with project partners and CAEH.
  • Measures of Success — Secure commitments from landlords to preserve or activate 50 units for a minimum of two years; reduce vacancy loss and unit deterioration through timely disbursement of funds; maintain high landlord satisfaction; minimize evictions and tenant turnover; enhance housing stability and move-ins; contribute to a replicable, equity-informed model for landlord partnerships.
Qualifications

Education & Experience

  • Degree/diploma in business or related discipline is preferred.
  • Minimum 2 years of relevant experience in residential property management, real estate or housing services.
  • Prior work in low-income or subsidized housing with marginalized populations is preferred.
  • Work with clients, community groups or industry associations involving advocacy and relationship building is preferred.
  • Working knowledge of the Alberta Residential Tenancies Act, Health Act, Social Housing Act, and Alberta Building Codes would be an asset.
