Shared Health leads the planning and coordinates the integration of patient‑centered clinical and preventive health services across Manitoba. The organization also delivers some province‑wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Responsibilities include leading a comprehensive human resources organization, managing complex labour relations, and driving strategic HR initiatives within a large, dynamic, unionized environment.

Experience
  • 10 years of progressive human resources senior management experience, including:
    • Recent private sector experience is preferred where demonstrated results were achieved and sustained.
    • 7 years of senior management experience leading an effective organization‑wide human resources program and team delivering the full spectrum of human resources and labour relations management services and programs in a large, complex, dynamic, unionized organization and ensuring compliance with accreditation and all applicable employment legislation, personnel policies and organizational standards.
    • 5 years of experience contributing to and implementing strategic and operational plans, setting, achieving, evaluating and improving data‑supported outcomes including planning, managing and implementing organization‑wide change.
    • 5 years of experience building and leading a high‑performing advisory human resources team including influencing and collaborating with executives, service partners, labour relations specialists, human resources generalists, and internal or external legal counsel.
    • 5 years of experience applying strong program/project management in leading cross‑functional teams on projects, delivering executive‑level presentations and influencing, leading and managing relationships with senior‑level management and key internal and external stakeholders.
    • Experience with developing and managing large departmental operational budgets and improving fiscal performance.
    • Experience with large information systems, human resources data analytics and information management is an asset.
Education (Degree/Diploma/Certificate)
  • Post‑secondary degree in human resources or equivalent from an accredited educational institution.
  • A post‑graduate degree or diploma in health leadership, management, business or public administration is an asset.
  • Specialized training in project management, health management, health policy, process analysis/improvement, organizational change management and cultural awareness are considered assets.
Certification/Licensure/Registration
  • Must have a valid Manitoba driver’s license.
  • Chartered Professional in Human Resources designation with current membership in good standing or equivalent is an asset.
  • Certifications in project management, human resources, change management and quality processes are assets.
Qualifications and Skills
  • A proven track record of success in building excellence in employee engagement and leadership development.
  • Demonstrated leadership in all aspects of labour relations including contract negotiations, labour action planning and management, dispute resolution and administration of collective agreements.
  • Demonstrated commitment to championing for digital solutions and innovation in HR practices, supporting and building agile teams that leverage industry best practices.
  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions from executives, and partner organizations are common; the incumbent can schedule dedicated and focused time for planning and concentration.
  • Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
