The Department of Families is seeking qualified candidates for the role of Director of Quality Assurance and Operations with the Disability Policy Branch within the Program and Legislation Division.

As a member of the branch’s management team, the Director is responsible for developing and maintaining strong partnerships with other branches responsible for direct service delivery. The Director is accountable for agency relations, advice on complex sector issues, and providing support for new initiatives to ensure long term sustainability of the CLDS and CDS services.

Duties:

As a member of the department’s management team, the Director is responsible to lead and manage policy, strategic initiatives, and special projects in the policy team within the Disability Policy Branch, provide advice and support to the Executive Director. This position is responsible for developing and maintaining strong partnerships with the branches responsible for direct service delivery to facilitate collaborative partnerships, strong accountability, and long-term sustainability of the programs. The Director of Operations and Quality Assurance is accountable for the delivery of new quality assurance measures, agency relations, and guidance on complex sector issues, supporting new initiatives and corresponding direction to ensure long term sustainability of the CLDS and CDS services. This could include participating in budget preparation, management, and reporting; standards development and quality assurance; policy development, program analysis and evaluation. The position may include responsibility for analysis, negotiation, and co-ordination of intra and interdepartmental, intergovernmental and intersectoral agreements and initiatives. All management positions are responsible for the promotion and further development and implementation of integrated service delivery within their respective branches and share responsibility to ensure inter-branch cooperation, coordination, and collaboration, in order to achieve the Department's goals for improved access to coordinated services for citizens of Manitoba. Qualifications:

Essential:

  • Post-secondary degree in health, social sciences, or public administration/policy; a combination of related education and/or experience may be considered.
  • Demonstrated experience providing leadership, direction and focus to community programs for children and adults living with an intellectual disability.
  • Management experience with responsibility for operational, financial and human resource management, financial acumen with experience in budgeting and financial management process.
  • Experience translating strategic priorities into clear operational and business plans, and experience with program and policy consultation.
  • Demonstrated experience building agency relations and supporting data analytics for internal and external use as required.
  • Experience providing leadership and direction in the design and implementation of new legislation, policies and programs.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Excellent interpersonal skills to build and maintain positive working relationships and partnerships with diverse internal and external stakeholders
  • Strong verbal communication skills.
  • Strong written communication skills.
  • Experience building relationships with Indigenous people and implementing the principles of reconciliation.

  • Must be able to travel within the province with occasional overnight stays as required
  • Must possess a valid Manitoba Class 5F Driver's License and have access to a personal vehicle to travel around the province, as necessary
