Overview

On behalf of our public sector client, Affinity is looking for a Data Analyst to work remotely to research and evaluate short-term rental outcomes, policies, regulations, and compliance. Supported the planning, implementation, enhancement, and review of enforcement measures while helping increase overall compliance capacity.

Responsibilities
  • Research, track, and maintain data on short-term rentals (STRs), including licensed and unlicensed properties
  • Access and integrate data from online portals, government sources, subscriptions, and open-source platforms
  • Analyze STR trends by type, year, season, and in response to regulatory and legislative changes
  • Assess economic factors—such as tourism trends, cost of living, and interest rates—and their impact on housing and STR activity
  • Develop visualizations and reports for both internal and public audiences
  • Provide data-driven insights to inform policy development and stakeholder engagement
  • Compare actual property use against licensing records to assess compliance with relevant bylaws
  • Support internal departments with STR-related data on an as-needed basis
Deliverables
  • Monthly, quarterly, and annual STR data reports, including compliance status, usage patterns, enforcement actions, and public complaints
  • Bi-annual or annual STR impact assessments covering demographic, tourism, housing, and economic factors
  • Compliance reports and ad hoc reporting as required
  • Creation and maintenance of an interactive dashboard with STR-related statistics
  • Contributions to federal grant reporting requirements
  • All materials, reports, dashboards, and processes developed will remain the property of the contracting authority
Qualifications
  • Technical Skills & Competencies: Proficient in Microsoft Office applications including Word, Excel, PowerPoint, and Access
  • Skilled in SharePoint and Microsoft Teams for collaboration and document management
  • Experienced in data analytics, including trend layering and multi-source aggregation
  • Aggregate data from platforms such as rental listings, regulatory databases, and tourism statistics
  • Scrape and integrate data from diverse sources
  • Analyze trends in occupancy, compliance, non-compliance, and market factors
  • Perform data wrangling and cleaning for accurate insights
  • Create custom reports and ad hoc analyses for internal or public use
  • Build user-friendly dashboards with regular updates
  • Ensure data privacy and compliance with applicable regulations
  • Strong written and verbal communication skills
  • Proven ability to produce clear, concise reports and insights
  • Familiarity with municipal licensing and enforcement systems
  • Knowledge of third-party data platforms related to short-term rentals
  • Working understanding of relevant bylaws and regulatory frameworks, including:
  • Short-term rental regulations
  • Zoning regulations and home occupation guidelines
  • Business licensing requirements
  • Awareness of housing strategy reviews and provincial legislation such as:
  • Short-Term Rental Accommodations Act
  • Community Charter
