Overview

The Business Development Manager at Arcfield Canada is responsible for identifying, pursuing, and securing new business opportunities that align with the company’s strategic priorities across the defense, aerospace, and government services sectors. This role expands Arcfield Canada’s footprint within the defense and security market, cultivating relationships with government clients, industry partners, and internal stakeholders. The BD Manager collaborates cross-functionally with Operations, Contracts, Engineering, HR, Security, Finance, and Program Management teams to position Arcfield as a provider of choice.

Key Responsibilities
  • Strategic Business Development
  • Lead the identification and qualification of new business opportunities in alignment with Arcfield Canada’s growth objectives.
  • Conduct market research and competitive analysis to inform strategic pursuits and bid/no-bid decisions.
  • Develop and maintain a robust pipeline of qualified opportunities in CRM systems.
  • Client & Partner Engagement
  • Build and manage relationships with key stakeholders in DND, PSPC, and other federal government agencies.
  • Represent Arcfield Canada at industry events, trade shows, and client engagements to promote the company’s capabilities and solutions.
  • Cultivate teaming arrangements and partnerships with OEMs, subcontractors, and solution providers.
  • Proposal & Capture Management
  • Lead capture efforts for complex pursuits, including shaping RFP requirements, win strategies, and value propositions.
  • Coordinate pre-bid activities, including NDAs, MOUs, and teaming agreements.
  • Support proposal development by providing capture intelligence, customer insights, and strategic input on pricing and positioning.
  • Internal Collaboration
  • Work closely with the Business Manager Director to align development activities with overall business strategy.
  • Collaborate with internal departments (Operations, Contracts, HR, Security, Engineering) to ensure pursuit readiness and compliance.
  • Provide regular briefings to senior leadership on opportunity status, competitive landscape, and capture progress.
Required Qualifications
  • Minimum of 10 years of experience in Air or Naval In-Service Support and the Canadian Defence and Security industry.
  • Bachelor’s degree or greater in engineering, computer science, mathematics, business or experience in the related technical field. MBA preferred.
  • Solid understanding of new business identification, qualification, capture, bid and proposal
  • Understanding of Capture Plan preparation and execution of opportunity gate reviews
  • Possesses DND Public Services and Procurement Canada (PSPC), and Innovation Science and Economic Development (ISED) Customer intimacy as well as overall expertise in DND/PSPC/ISED organizational structure, buying methods, existing and emerging deals, and competitive playing field
  • Familiarity with the relatively recent Defence Procurement Strategy
  • Documented “win list” to include multiple large awards in the Defense or other government markets within last 5 years
  • Experience in Teaming Agreement development and negotiations
  • The ability to hold a SECRET Security Clearance and Controlled Goods Clearance
Preferred Qualifications
  • Good understanding of the DND marketplace (customer needs, preferences, policies, and operational concepts)

Sales funnel and discretionary resources financial management

Proficiency in CRM software and Microsoft Office Suite.

Ability to travel within Canada (~25%) depending on sales activities
