Job Description
  • The Business Analyst will provide business information expertise and analytical support related to CRT and interconnected services.
  • This role supports internal branch staff through business technology functions, planning, light project management, and change management, while ensuring data integrity, privacy, auditability, and effective service delivery.
Responsibilities
  • Provide business information expertise and support related to CRT for internal branch staff, including business technology functions, planning, and light project management.
  • Ensure impacted users understand new or changed processes through reviews and walkthroughs of child search, CCPN assignment, enrollment, and data correction workflows.
  • Recommend approaches that achieve business objectives and maintain data integrity, including controls, validation rules, duplicate-prevention practices, and reconciliations across CRT, Claims, Adjustments, Subsidy, and Family Portal.
  • Facilitate focus groups and requirements workshops to define business requirements and edge cases.
  • Translate business requirements into detailed specifications and acceptance criteria for IT service designers and developers, addressing policy, business rules, privacy, audit, and user needs.
  • Provide analytical and business support through data, statistical, operational, and policy option analysis.
  • Assess business opportunities and risks and develop or evaluate business cases.
  • Lead working groups for program and system development or enhancements.
  • Design and document procedures and job aids to support accurate business process execution.
  • Define user security and access needs and coordinate role-based access design.
  • Design operational reports, dashboards, and workflows for exception handling and reconciliation.
  • Support project management activities by collaborating with product owners and delivery teams, providing input on schedules, strategies, resources, and monitoring work plans.
  • Develop and manage risk assessments and mitigation plans and post-implementation review strategies.
  • Participate in and monitor testing activities to ensure solutions meet business requirements.
  • Create system test strategies, plans, and scripts and conduct functional, integration, and regression testing.
  • Coordinate UAT activities including participant recruitment, training, defect triage, and resolution.
  • Identify decision and change requests and complete governance documentation.
  • Identify data conversion and cleanup requirements and manage transition and stabilization activities.
  • Administer change management processes, provide status reporting, and support outcome measurement.
  • Support organizational change initiatives through communication planning, training strategies, and user readiness activities.
  • Develop and deliver training materials and presentations to diverse audiences.
  • Develop quality assurance processes to ensure data integrity and compliance with policies and procedures.
Requirement/Must Have
  • University degree in business, management, or a related discipline with relevant data architecture experience, or equivalent combination of education and experience.
  • Strong ability to learn quickly, problem solve, troubleshoot, and work independently and in a team environment.
  • Excellent communication, time management, analytical, problem identification, and problem resolution skills.
  • Demonstrated hands-on experience in business requirements analysis, solution architecture, design, and deployment related to data analysis and analytics.
  • Advanced Excel skills including Pivot Tables and lookup functions.
  • Experience with Power BI and related Microsoft reporting and analytical tools.
  • Proven experience identifying, documenting, and translating business needs into effective solutions.
  • Experience planning and conducting requirements gathering workshops with stakeholders.
Experience
  • Experience performing data analysis, analytics, visualization, or data modeling.
  • Experience supporting testing activities including system testing and user acceptance testing.
  • Experience working with operational, leadership, and stakeholder groups.
