We are supporting a leading Real Estate Developer seeking an experienced Bid Director / Chief Estimator to lead our pursuit, estimating, and bid strategy for large-scale publicly funded construction projects. The Bid Director will oversee end-to-end bid development—ensuring proposals are accurate, competitive, compliant, aligned with the company’s strategic growth into public funded projects and most importantly … successfully awarded.

The ideal candidate has deep experience in municipal, provincial, and broader public sector procurement environments and understands the complexity, compliance, and rigour these projects demand.

This is a huge opportunity to build out this Construction Management division of the larger company, with your expertise on how to navigate the bidding process to win projects in the Residential and ICI sectors.

Key Responsibilities
Bid Leadership & Strategy
  • Lead the full bid cycle for projects ranging from $30M to $100M, ensuring high-quality, compliant, and competitive submissions.
  • Develop and execute the organization’s public-sector bidding strategy, identifying opportunities that align with business goals.
  • Oversee bid/no-bid analysis, risk assessments, value-engineering options, and commercial strategy.
Estimating & Cost Management
  • Direct all estimating efforts, including conceptual, schematic, and detailed estimates for large scale projects.
  • Review and approve final estimates, ensuring accuracy, completeness, and alignment with market pricing.
  • Analyze subcontractor and supplier pricing and negotiate optimal terms.
  • Implement and maintain estimating best practices, cost databases, and standard templates.
Procurement & Public Sector Compliance
  • Manage the full RFP/RFQ/RFT response process, ensuring strict compliance with public-sector procurement rules and documentation requirements.
  • Coordinate with legal and finance departments to review contract terms and associated risk.
  • Lead debriefs, scoring analysis, and continuous improvement for future bids.
Team Leadership & Collaboration
  • Collaborate closely with pre-construction, design, operations, and executive teams to ensure cohesive bid packages.
  • Maintain strong relationships with subcontractors, consultants, and industry partners.
Market Intelligence
  • Track public-sector capital plans, infrastructure priorities, and procurement pipelines.
  • Monitor cost trends, escalation factors, and competitive landscape in the GTA and Ontario markets.
Qualifications
  • 10+ years of progressive experience in construction estimating, pre-construction, or bid leadership roles.
  • Proven track record bidding and winning publicly funded construction projects in the $30M–$100M range.
  • Strong expertise in construction management, lump-sum, and design-build procurement models.
  • Deep understanding of public procurement processes, including evaluation criteria, compliance requirements, and contract structures.
  • Ability to interpret drawings, specifications, addenda, and contract language.
  • Exceptional leadership, negotiation, and communication skills.
  • Proficiency with estimating software, cost databases, and proposal management tools.
