PROJECT ENGINEER
POSITION OVERVIEW

We have an exciting opportunity for a Project Engineer in our Engineering Design and Construction Division. Bring Your Engineering Expertise to Life: Design & Build the Future of Our City. Are you passionate about bringing infrastructure from concept to construction? We’re looking for a Project Engineer with a strong background in design and construction to join our Engineering Department. In this pivotal role, you’ll take the lead on a wide range of municipal infrastructure projects, focusing on civic facilities such as fire halls, hockey arenas, and recreation centers, ensuring designs translate seamlessly into successful, on-the-ground results.

About the Role

Reporting to the Manager, Engineering Design and Construction, the Project Engineer serves as a Project Manager or Assistant Project Manager on infrastructure projects across the city. Your focus will be on the full lifecycle of capital projects: taking conceptual ideas through detailed design and into construction, completion, and handoff. You’ll coordinate consultants and contractors, manage scope, schedule, and budget, and drive excellence in design and delivery.

What You’ll Do
  • Lead and manage complex municipal infrastructure projects, focusing on design and construction phases.
  • Oversee the preparation and review of detailed engineering designs, drawings, and specifications.
  • Coordinate construction activities, ensuring adherence to design, safety, environmental, and MMCD standards.
  • Develop project schedules, track key deliverables, and keep critical path tasks on target.
  • Control project budgets and proactively manage risks and change orders during construction.
  • Prepare and evaluate RFPs, RFQs, and Invitations to Tender, including contractor selection and contract administration.
  • Conduct site visits to ensure quality control and compliance with design intent.
  • Provide guidance to junior engineers and review their work to ensure consistency and quality.
  • Represent the City in discussions with consultants, contractors, residents, and other stakeholders.
  • Recommend updates to design standards, policies, and internal processes to drive continuous improvement.
Qualifications
  • Bachelor of Applied Science in Civil Engineering or a related field.
  • Minimum of 5 years of recent related experience in engineering design and construction, preferably in a municipal environment.
  • Registered Professional Engineer (P.Eng.) or eligible for registration with Engineers and Geoscientists BC (EGBC).
  • Valid BC Class 5 Driver’s License.
  • Strong interpersonal and communication skills, able to present complex technical concepts to technical and non-technical audiences.
  • Proficiency in Microsoft Office Suite and project management tools.
  • Understanding of municipal bylaws and regulatory standards.
