The role focuses on maintaining compliance with procurement strategies and requires strong negotiation and vendor management abilities.

Qualificações

  • Solid experience as a Buyer in Oil & Gas, Chemical, EPC or related fields.
  • Knowledge of materials import/export procedures and regulations.
  • Familiarity with purchasing regulations and legislation in the country of operation.

Role

The Buyer is responsible for sourcing, negotiating and purchasing equipment and services in line with budget, schedule, quality and technical project requirements while ensuring that any procurement activity complies with Group Supply Chain strategy processes.

Responsibilities
  • Procuring equipment, materials and services for specific disciplines in accordance with specifications, at the best possible price and required time.
  • Understanding the commercial/contractual requirements of the equipment/service to be purchased and elaborating the bid package with relevant disciplines (e.g., Engineering, Asset Integrity, Legal & Contract).
  • Maintaining records as required by internal and external procedures and regulations.
  • Analyzing technical requirements of the purchase request and ensuring they are met throughout the supply process, including coordination of acceptance tests, QA/QC documentation review, etc.
  • Identifying and developing the best vendors for the demands and supporting their performance on services and materials.
  • Expediting and obtaining suitable quotations and coordinating technical clarifications and communications during bidding.
  • Negotiating with suppliers and obtaining the best price for goods and services.
  • Analyzing offers and identifying areas for commercial or contractual clarifications to facilitate discussion with bidders and align offers with Company policy.
  • Performing financial/commercial analysis (market intelligence, cost breakdown, benchmark), identifying risks and opportunities and recommending alternatives that can drive the final decision to purchase.
  • Developing recommendations for bidder selection based on input from relevant disciplines and on the assessment of offered costs, technical requirements and delivery time in accordance with Company Ethics and Compliance rules.
Requirements
  • Bachelor's or Master's degree in Engineering, Business Administration or related field.
  • Solid experience as a Buyer in the Oil & Gas, Chemical, EPC companies or related field.
  • Knowledge of materials import/export procedures and regulations.
  • Familiarity with purchasing regulations and legislation in the country of operation.
  • Familiarity with materials administration and purchasing systems.
  • Advanced English level.
  • Solid knowledge of Excel.
