Job description
Job Purpose

Provide technical expertise on development and implementation of Emergency and Crisis Management policies and procedures in ADNOC & Group of Companies. Assure ADNOC Group Companies Response Plans are in place, maintained and updated in line with ADNOC COPs. Provide guidance in the implementation of Emergency and Crisis Management systems in ADNOC and Group Companies to ensure the company's state of readiness & preparedness at all times. Participate in development of National Emergency and Crisis Response Plans and Procedures.

Key Accountabilities
Job Specific
  • Develop and monitor implementation of emergency response and crisis management plans for ADNOC and Group of Companies.
  • Provide technical expertise in the development and maintaining of the key governance standard on Incident, Emergency and Crisis Management & Response (Code of Practice, Technical Guidance Notes), in cooperation with internal and external stakeholders, in particular Group Companies, applying national and international best practices and in line with credible risks (identified in Risk Registers and COMAH reports).
  • Provide technical advice and support on Incident, Emergency & Crisis matters to all stakeholders, and monitors ADNOC and Companies in the development of related procedures and plans.
  • Provide support to ensure that ADNOC and Companies Emergency Response and Crisis Management infrastructure are in place, i.e. center facilities, plans, tools such as H2S & Hydrocarbon plume modeling, 24/7 capabilities, training / testing / exercises, in ADNOC & Companies.
  • Coordinate establishment of ‘mutual aid’ agreements with Federal/Local and international response agencies and coordinate joint emergency exercises.
  • Review, assess and provide input to the Business Continuity Advisors in the implementation of ADNOC resilience strategy in line with the Crisis Management and Emergency Response guidelines.
  • Develop and monitor implementation emergency response and crisis management plans for ADNOC & Group of Companies in accordance with the HSE MS, site plans and requirements.
  • Collate and document learning lessons as part of knowledge management for organization reference and future deployment.
  • Monitor and assess compliance of emergency procedures with risk analysis studies, safety cases, audit recommendations, feedback from exercises, drills and industry norms within ADNOC Group.
  • Provide assistance and support in the preparation of emergency response plans, annual emergency response drills and exercise programs and detailed exercises for all Group Companies and participate in emergency and crisis incidents, drills and exercises.
  • Carries out other related duties as assigned by the Management to fully contribute to the wide range of unit activities.

  • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
  • Provide input for preparation of the Function/Division/Department/Section budgets, assist in the implementation of the approved Budget, and work plans to deliver objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.

  • Implement approved Function/Division/Department/Section policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.
Performance Management
  • Contribute to the achievement of the approved Performance Objectives for the Function/Division/Department/Section in line with the Company Performance framework.
Innovation and Continuous Improvement
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
  • Comply with relevant HSE policies, procedures, controls, applicable legislation, and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
Reports
  • Provide inputs to prepare Function/Division/Department/Section MIS and progress reports for Company Management.
Communication & Working Relationship

Internal:

  • Frequent contacts with emergency response and crisis management focal points at ADNOC Group of Companies with regard to fire and emergency issues.

External:

  • Occasional contacts with the members of Abu Dhabi Emergency Support Committee for Offshore Operations (ADESCO) and REFMAC.
  • Occasional contacts with the third parties and governmental authorities in matters related to emergency response and crisis management.
Qualifications, Experience, Knowledge & Skills

Minimum Qualification: Bachelor’s degree in Chemical Engineering, Environmental Science, Environmental Engineering or equivalent.
