Senior Quality Engineer

Job Summary
We are seeking a highly experienced and dedicated Senior Quality Engineer to join our team for an oil terminal storage expansion project of greenfield/brownfield oil storage tank farm from concept/FEED through engineering, procurement, construction, pre-commissioning, and handover to operations.
The successful candidate will be responsible for developing, implementing, and maintaining comprehensive quality management systems, and for leading quality project planning to ensure all project activities, from procurement to commissioning, adhering to international standards, industry best practices, and client specifications.
This role requires a strong background in the oil and gas sector, with specific expertise in large tank farm/oil terminal storage terminal/refinery tankage projects.
Key Responsibilities
Quality Management and Assurance
- Develop, implement, and maintain the Project Quality Plan (PQP), Inspection & Test Plans (ITPs), and Quality Control Procedures (QCPs) in accordance with project requirements and relevant industry standards such as ISO 9001, API 650, API 653, and ASME B31.3.
- Oversee and manage all Quality Assurance (QA) and Quality Control (QC) activities throughout the project lifecycle, including design, procurement, fabrication, construction, pre-commissioning, and commissioning phases.
- Ensure strict compliance with project specifications, codes, standards, and regulatory requirements.
- Conduct and coordinate internal and external quality audits, ensuring effective implementation of corrective and preventive actions.
- Manage the Non-Conformance Report (NCR) process, including identification, documentation, root cause analysis, and verification of corrective actions.
- Review and approve vendor quality documentation, including Material Requisition Inspection Reports (MRIRs), manufacturing procedures, and test plans.
- Witness and monitor critical inspections and tests, such as Factory Acceptance Tests (FAT), hydrostatic tests, NDE (Non-Destructive Examination), and coating inspections.
- Verify welder qualifications, welding procedures (WPS/PQR), and ensure adherence to approved welding specifications.
- Collaborate with engineering, procurement, construction, and commissioning teams to integrate quality requirements into all project phases.
- Prepare and submit comprehensive quality reports, including key performance indicators (KPIs), inspection status, and non-conformance summaries.
- Maintain accurate and traceable quality records and documentation, ensuring the final compilation of the Manufacturing Record Book (MRB) for project handover.
- Provide guidance and training to project personnel on quality related matters.
Project Quality Planning and Execution
- Planning Phase: Lead the definition of measurable quality objectives aligned with project scope and stakeholder expectations. Develop and refine the Project Quality Plan (PQP) and detailed Inspection & Test Plans (ITPs) for all critical components and processes. Establish comprehensive Quality Control Procedures (QCPs) and conduct quality risk assessments to identify and mitigate potential issues.
- Procurement Phase: Oversee vendor qualification and auditing processes to ensure suppliers meet stringent quality standards. Review material requisitions for compliance and manage material inspection and release (MRIR) activities. Coordinate and witness Factory Acceptance Tests (FAT) for critical equipment.
- Construction Phase: Implement robust site quality surveillance programs, including regular monitoring of construction activities, welding control and inspection (ASME Section IX, API 1104), and coating and painting inspections (NACE, SSPC, ISO 12944). Manage piping installation and testing (ASME B31.3) and ensure compliance during tank construction and inspection (API 650).
- Pre-Commissioning & Commissioning Phase: Lead punch list management to track and resolve outstanding quality items. Conduct final documentation reviews to verify the completeness and accuracy of all project quality records, culminating in the final Manufacturing Record Book (MRB) for system handover.
- Monitoring & Control: Establish and track Key Performance Indicators (KPIs) for quality performance. Conduct internal and external audits to assess the effectiveness of the Quality Management System (QMS) and drive continuous improvement through non-conformance management and lessons learned processes.
Qualifications
- Degree in Mechanical, Civil, Chemical, or related engineering
- Minimum of 10-15 years of progressive experience in Quality Engineering in oil and gas is essential.
- Experience in large oil terminal storage or refinery tankage projects is essential.
- Experience working on projects in the United Arab Emirates (UAE) or the wider GCC region desirable
- Familiarity with ADNOC or Aramco quality standards and procedures desirable
- Proficiency in quality management software and tools.
- Technical Knowledge: In-depth understanding of international codes and standards such as API 650, API 653, ASME B31.3, ISO 9001, and other relevant industry practices.
- Certifications (Preferred):
- CSWIP 3.1/3.2 or equivalent (Welding Inspection)
- NACE/FROSIO Level II/III (Coating Inspection)
- API 653 (Aboveground Storage Tank Inspector)
- ISO 9001 Lead Auditor
