Section I: Job Purpose
The role holder is responsible for the support with timely and accurate processing of purchasing orders and transactions. Operational activity, and support with the issuing orders in accordance with specifications required.
Section II: Key Responsibilities
Procurement Strategy & Operations Management
- Manage procurement process within client’s requirements in line with company policies, procedures, and processes.
- Lead the end-to-end procurement process: from identifying needs and conducting market research to issuing RFPs/RFQs, evaluating bids, drafting and negotiating contracts.
- Manage procurement for MEP retrofit projects, FM hard & soft services, refurbishment works, and specialized subcontract packages.
- Develop and implement procurement strategies aligned with project objectives, timelines, and sustainability goals.
- Ensure procurement aligns with UAE regulations, sustainability and energy-efficiency objectives.
- Update database on all related procurement transactions, and reports on status and expenditure.
- Support and follow up with Vendors on the receipt of orders in a timely and accurate manner.
- Source, recommend new Vendors / materials that help generate cost savings or reduce usage.
- Follow up with company groups and departments about Vendor evaluation forms to verify that purchase requests/specifications are updated and up to standards.
- Formulate and implement procurement strategies to support project objectives and timelines.
- Identify potential suppliers and subcontractors for construction materials, equipment, and services.
- Negotiate favorable terms, conditions, and pricing with suppliers and subcontractors.
- Support with the technical evaluation process and the commercial evaluation of acceptable bids; support with the preparation of award recommendations for Vendors.
- Performing risk assessments on potential bids, orders, and agreements.
Supplier and Subcontractor Management
- Build and maintain strategic relationships with suppliers and subcontractors to ensure reliability and quality.
- Manage supplier performance through regular reviews, establishing KPIs, and conducting business reviews.
- Identify, onboard, and qualify new suppliers to diversify the supply base and mitigate risk.
- Resolve any supplier performance issues, disputes, or discrepancies in a timely and professional manner.
- Build and maintain long-term partnerships with Dubai-based FM and MEP suppliers.
Project Coordination
- Collaborate with project managers, engineers, and other stakeholders to align tendering and procurement activities with project schedules and requirements.
- Ensure timely acquisition and delivery of materials and services to meet project milestones.
- Provide support in resolving procurement-related challenges during project execution.
Section III: Qualifications, Experience & Skills
Minimum Qualification:
- Bachelor's degree in MEP engineering or Industrial Engineering.
- CIPS certificate is mandatory.
Experience:
- Minimum of 10 – 15 years of experience in a similar position.
- Proficiency in ERP software (Oracle fusion, Oracle enterprise contracts management).
- Working experience in industry like Asset management and/or Facility Management.
- Strong projects background (Retrofit, refurbishment, fitout).
- Strong contracts management background, including contract drafting, negotiations etc:
Skills:
- Solid analytical skills, with the ability to create financial reports and conduct cost analysis.
- Advanced Excel (pivot tables, dashboards), PowerPoint skills and Power BI.
- Proven Teamwork, Leadership, strategies sourcing, agreements details and Procurement process improvement, communication, and reporting skills.
- Strong negotiation and communication skills.
- FIDIC knowledge is an added advantage.
