Job Overview

The Senior Officer Human Resources is responsible for the efficient and effective functioning of the Human Resources functions of the School.

Key Duties and Responsibilities
  1. Provide guidance to department heads and other employees in matters related to career development, employment initiatives, employee relations, workplace ethics and performance management, interpretation of HR policies and guidelines and ensure that these are well managed and meet the requirements of the School's policies, best practice and employment legislation.
  2. Review and make recommendations for improving the HR functions, processes and systems that support the School mission & vision.
  3. Manage recruitment process, which involves developing job descriptions and person specifications, preparing job adverts, checking application forms, shortlisting, interviewing and selecting candidates, managing correspondence during the process, perform vetting process by conducting background & reference check for nominated candidates. and all associated tasks and administration.
  4. Prepare and issue Job offer Letters and Employment contracts and variation to contracts in line with authorized management requests.
  5. Organize and manage new employee orientation, on-boarding, and training programs.
  6. Manage health insurance scheme; provide new cards for new joiners, renew and replace misplaced cards and issue travel assurance certificates.
  7. Work in liaise with the Public Relations Officer for issuance of employment visa, visa renewal and cancellation, and provide related documents.
  8. Maintain and update HR Information System (HRMS), to ensure that all personnel information are properly & accurately captured, effectively managed and maintained at all times.
  9. Oversee the issuance of business cards, ensuring their receipt, and disbursing all employee benefits.
  10. Formulate and provide back up support for payroll and make sure that staff get paid correctly and on time.
  11. Apply the retirement provisions stipulated in the Human Resources Management Law and the Federal Pension and Social Security Law.
  12. Prepare the end of service statement while investigating on the reason of departure.
  13. Ensure that the staff handbook is comprehensive and up-to-date.
  14. Plan in conjunction with direct line managers, annual and monthly training & evaluation plans (TNA) for staff to enhance performance and follow up individual development needs and source external training provision as and when required, while monitoring training costs against budget.
  15. Prepare and consolidate different types of reports such as, annual, monthly & quarterly reports related to HR achievements, operation plan, services, tabular KPIs & audit reports.
  16. Maintain employees leave records and annual leave closing, send reminders to employees to avoid leave accumulation and follow up on pending applications in AMANAT HRMS.
  17. Participate in the conduct of investigations when employee complaints or concerns are brought forth.
  18. In collaboration with the HR team, develop objectives for the year and HR social events.
  19. Draft and update job description cards for all current and newly created jobs in cooperation with various departments and sections.
  20. Lead the Job Evaluation/Analysis process, and ensure compliance with related DGHR Law and governmental requirements.
  21. Build a network of external relations with sources to attract talents, such as universities and employment agencies, and to communicate with them to determine their supply of competencies.
  22. Issue official letters requested by the employees e.g. employment and salary certificates, service letters etc.
  23. Ensure that employees’ health, safety and welfare are maintained as outlined in the School’s policies, to promote positive wellbeing and foster a safe work environment.
Qualifications
