Job Description – QHSE Officer (Catering – ADNOC Projects, UAE)

We are seeking an experienced QHSE Officer to oversee quality, food safety, health, safety and environmental compliance across our catering operations serving ADNOC projects. The role ensures adherence to ADNOC HSE standards, UAE regulations, HACCP, ISO standards and Dubai Municipality/ADAFSA guidelines, safeguarding both employees and clients.

Job Purpose:

Responsible for implementing and maintaining Quality, Health, Safety and Environmental (QHSE) standards within the organization to ensure safe, compliant, and efficient operations including implementation of Integrated Management System (IMS), conducting audits and inspections, and ensuring that all practices align with regulatory and organizational requirements.

Job Description
  • Jobholder will discharge the responsibilities within the policy guidelines and instructions given by Direct Manager. Jobholder’s recommendations are considered in the decision-making process. Jobholder takes decisions as per chart of authority and policy.
  • Implement and monitor food safety standards and hygiene practices to meet regulatory and company requirements.
  • Establish and enforce health and safety guidelines to maintain a safe working environment for all staff as per the NCC GC IMS. Conduct risk assessments, identify potential hazards and implement control measures. Ensure the availability and use of Personal Protective Equipment (PPE) and maintain records of safety equipment.
  • Develop and monitor quality control procedures to ensure food products meet quality standards. Oversee quality checks on ingredients, preparation processes, and finished products. Investigate quality issues, customer complaints, and non-conformances, taking corrective and preventive actions.
  • Ensure the organization’s practices are environmentally friendly by promoting waste reduction, recycling, and sustainable practices. Monitor and minimize water, energy, and waste usage to reduce the environmental impact.
  • Organize regular training sessions on QHSE topics, including first aid, fire safety, food handling, and emergency procedures. Keep staff updated on new QHSE regulations, standards, and best practices. Train staff on IMS requirements and standards. Conduct toolbox talks and ensure daily toolbox talks as per approved NCC plan.
  • Maintain accurate records of inspections, audits, incidents, and training activities. Prepare and submit QHSE reports to management, providing recommendations for improvement. Lead incident investigations and root cause analysis for any QHSE incidents. Develop and implement emergency response plans, including evacuation drills. Ensure HACCP teams and meetings are conducted as per the AMAN plan, and ERT is formed and updated at the location.
  • Manage and conduct regular audits and inspections to ensure compliance with quality, health, safety, and environmental standards across all operations. Facilitate external audits by regulatory bodies, ensuring all records and documentation are accurate and accessible.
  • Implement and continuously monitor Integrated Management System (IMS) to ensure alignment with quality, health, safety, and environmental standards across all operations. Coordinate documentation, conduct regular internal audits, and suggest updates to policies and procedures to meet regulatory and organizational requirements. Ensure employees perform according to IMS procedures and comply with NCC IMS standards. Report non-conformities to NCC IMS during day to day activities, provide recommendations on corrective actions, follow ups and ensure recommendations are implemented by location management.
  • Coordinate QHSE activities onsite with location management, AMAN management, client HSE and QHSE team onsite (if a team is assigned).
  • Ensure a customer-focused approach is implemented in own area. Analyze customer information and stay up to date on local and national issues that may impact the service. Be proactive, benchmark against best practice, and seek service improvements. Ensure systems are in place to communicate relevant information to others within the division/department and to committees/groups. Manage the process of reviewing policies and procedures to improve satisfaction with the service provided. Develop and implement customer improvement plans.
  • Demonstrate leadership in safety, communicate persuasively, and represent the function externally as needed. Promote a positive safety culture, encourage open communication, and provide coaching and mentoring to individuals.
  • Support training, development, and knowledge sharing to maintain high standards of QHSE across the organization.
  • Actively seeks opportunities to learn and develop, stay up to date with knowledge, and delegate appropriately to challenge teams while setting realistic targets.
Qualifications & Experience
  • Bachelor’s degree in Food Science, Occupational Safety, Environmental Health or related field.
  • Certifications: HACCP, ISO standards, NEBOSH IGC, IOSH, ADNOC HSE approval/training is a plus.
  • Minimum 5–10 years’ experience in QHSE roles in catering for industrial or oil & gas projects.
