General Description of Role and Responsibilities:
- Conducts and/or participates in technical compliance audits on all ongoing work to ensure compliance for consultants and contractors.
- Reviews contract documents for each package regarding QA/QC requirements and procedures, advising the Hill SCT CRE of any deficiencies.
- Reviews QA/QC site organization key personnel CVs submitted by consultants and contractors, providing comments to the Hill SCT CRE.
- Reviews QA/QC procedures and document control submitted by consultants and contractors, ensuring implementation aligns with contract requirements.
- Prepares the Project Quality Plan.
- Develops quality control procedures and forms in compliance with market standards and local regulations.
- Participates in site activities to ensure compliance with QA/QC procedures.
- Monitors the implementation of the Quality Management Plan through QA/QC procedures and reports findings to the client.
- Addresses non-compliance issues and ensures timely mitigation actions.
- Liaises with relevant departments regarding quality issues.
- Interacts with the client's quality assurance department.
- Maintains all contractual turnover documents, ensuring they are current and meet requirements.
- Manages and maintains records of project-wide quality system implementation.
- Coordinates and facilitates the implementation of quality systems by consultants and contractors according to project requirements.
- Ensures the effectiveness of the client’s project procedures to their satisfaction.
- Reports any quality issues that could impact project time or cost in a timely manner.
- Participates in reviewing the Close-Out Report submitted by contractors.
Qualifications, Experience, Knowledge, and Skills:
- Degree in Civil or Mechanical Engineering.
- Qualified and experienced Lead Auditor/ISO 9001 Lead Assessor.
- Formal qualification in Quality Management System & Audits for ISO 9001:2008, NEBOSH, or equivalent.
- At least 15 years of experience in design and/or construction management, with a minimum of 8 years as a QA/QC Manager in major engineering projects, including architectural and civil projects.
- Proven experience in developing, deploying, implementing, and monitoring documented Quality Management Systems in projects of similar scale and complexity.
- Experience managing multiple QA teams within and outside the organization.
- Leadership experience in quality management at senior managerial levels.
- Strong knowledge of ISO Quality Management Systems requirements, especially in the construction industry.
- Exposure to TQM in the construction industry.
- Extensive experience with design, construction inspection, testing procedures of building systems and materials.
- Proficiency in programs such as Excel, Access, and PowerPoint, with the ability to develop project management and control tools.
