To monitor, advise, and assist offshore operations in implementing Health, Safety, and Environmental (HSE) requirements in compliance with Client standards, applicable regulations, and industry best practices, ensuring safe working conditions for all personnel on board.
Responsibilities
- HSE Monitoring & Compliance
- Act as the focal point for all HSE matters onboard the offshore facility.
- Monitor day-to-day operations to ensure compliance with Client HSE procedures, project‑specific safety plans, and legal requirements.
- Enforce Life Saving Rules and other critical safety rules.
- Conduct regular worksite inspections, hazard identification, and risk control verification.
- Permit‑to‑Work (PTW) & Risk Assessment
- Verify that all work activities are covered by approved PTW and Job Safety Analysis (JSA).
- Ensure proper toolbox talks are conducted before work starts.
- Participate in SIMOPS risk assessments and control implementation.
- Incident Reporting & Investigation
- Immediately report all incidents, near misses, and unsafe acts to the OIM/Senior HSE Engineer.
- Assist in incident investigations and ensure corrective actions are implemented.
- Emergency Preparedness
- Act as a member of the Emergency Response Team (ERT) offshore.
- Assist in organizing and conducting emergency drills (fire, abandon ship, man overboard, H2S, etc.).
- Ensure all lifesaving and firefighting equipment is maintained and ready.
- Training & Awareness
- Deliver HSE inductions for new arrivals offshore.
- Conduct safety meetings, toolbox talks, and awareness campaigns.
- Mentor and coach personnel in safe work practices.
- Environmental Protection
- Monitor environmental compliance, including waste management, spill prevention, and pollution control measures.
- Report any environmental incidents to the Client and relevant authorities as per project requirements.
Qualifications
- Diploma or Bachelor’s degree in Engineering, Safety, Environmental Science, or related discipline.
- Minimum 5 years’ HSE experience, with at least 3 years in offshore oil & gas operations.
- NEBOSH IGC or equivalent HSE certification.
- Offshore survival (BOSIET/FOET) and HUET certification.
- ISO 45001 & ISO 14001 Internal Auditor Training.
- Offshore Medical Fitness Certificate.
- Active membership to Internationally recognized HSE Organizations (i.e. IOSH, BCSP, etc.).
- Familiarity with Client HSE Management Systems, PTW, and SIMOPS procedures.
- Knowledge of applicable maritime and offshore safety regulations.
