Role Purpose
The Learning and Development Specialist (Early Childhood)plays a critical role in the early identification, assessment, and interventionfor children aged 0–4 who are experiencing or demonstrating learningdifficulties or atypical developmental patterns. The specialist designs, leads,and monitors specialized support programs, ensures high-quality inclusionpractices across the network, and builds staff capacity to meet the diversedevelopmental needs of young children. This role ensures that children receiveappropriate, timely, and effective educational interventions in line withnational frameworks and international early childhood standards.
Key Responsibilities include:
Assessment & Early Identification
- Conductcomprehensive developmental assessments to identify children with atypicallearning and developmental strengths and challenges.
- Developand implement age-appropriate early screening tools aligned with local andinternational best practices.
- As amember of a Multidisciplinary Evaluation Team, contribute to the earlyidentification of children experiencing learning, behavioral,developmental, or communication difficulties and who are at-risk. Designappropriate enrichment strategies and targeted interventions.
- Prepareindividualized support plans (ISPs) and monitor child progress throughvalidated indicators.
Intervention & Program Delivery
- Designand lead early intervention programs targeting cognitive, linguistic,motor, and socio-emotional development.
- Providespecialized support recommendations, strategies, and intervention plansfor nursery staff and families.
- Ensureinterventions are delivered consistently and effectively across allnetwork centers.
Capacity Building & Staff Support
- Train,mentor, and guide nursery educators on early detection, interventionstrategies, and inclusive classroom practices.
- Establishstandards for staff working with children with learning difficulties andensure ongoing professional development.
- Developguidelines and tools to support high-quality inclusive education acrossnursery environments.
Family Engagement
- Providecounselling, guidance, and developmental support strategies to families.
- Organizeworkshops and awareness sessions to strengthen parental understanding andinvolvement in the child’s learning journey.
Quality Assurance & Data Governance
- Monitorand evaluate intervention programs to measure impact and ensure continuousimprovement.
- Maintainaccurate records and databases in line with data governance andsafeguarding protocols.
- Preparereports, progress summaries, and recommendations for senior management.
- Workclosely with multidisciplinary teams, external specialists, and relevantgovernment entities.
- Supportcommunity initiatives and awareness campaigns related to inclusion andearly childhood learning needs.
Requirements
Minimum Qualifications:
- Master’sdegree in Special Education, Learning Difficulties, or Early ChildhoodEducation. (Preference will be given to candidates holding a PhD.)
- Minimumof 10 years of relevant professional experience in early intervention,special education, or early childhood inclusion.
- Provenexperience working with children aged 0–4 with learning difficulties.
- Bilingualproficiency in Arabic and English is mandatory.
Additional Credentials (Preferred):
- UAE-recognizedlicenses or certifications relevant to early childhood therapy, education,or clinical practice.
- Experiencein GCC early childhood sectors, particularly in inclusive or governmentnursery environments.
- Strongknowledge of local inclusive education policies, safeguarding frameworks,and child protection standards.
- Strongexpertise in early childhood development and learning difficulties.
- Advancedassessment and diagnostic skills.
- Abilityto design and evaluate intervention programs.
- Excellentcommunication, documentation, and report-writing skills.
- Highcultural awareness and sensitivity when working with families and youngchildren.
- Strongcollaboration skills and ability to work in multidisciplinary teams.
