Job Summary:
The Dry Utilities Inspector for an Infrastructure Works Project is responsible for ensuring the proper installation quality control and compliance of dry utility systems including electrical communication gas and other underground infrastructure. This role involves inspecting the installation of utility networks verifying material specifications conducting tests and ensuring compliance with design plans project specifications and local regulations.
Key Job Duties:
- Inspection of Dry Utilities Installation:
- Conduct inspections of the installation of dry utility systems including electrical communication gas and other underground services such as conduits cables transformers and manholes.
- Verify that the installation of utility lines and equipment aligns with approved plans specifications and safety requirements.
- Ensure that underground utility installations such as ducts cables and gas pipelines are placed at correct depths and positions according to project drawings.
- Material Quality Control:
- Inspect the materials used in the installation of dry utilities ensuring that all materials meet the required specifications and quality standards.
- Review material certifications supplier documentation and test reports to confirm that all materials are compliant with project requirements.
- Ensure the proper storage handling and protection of materials on-site to prevent damage or contamination before installation.
- Testing & Commissioning of Dry Utilities:
- Oversee the testing of dry utility systems including electrical cable testing communication signal testing and gas line pressure testing ensuring that all systems meet operational and safety standards.
- Verify that all installed dry utilities are functioning properly including conducting continuity tests insulation resistance tests and pressure testing where necessary.
- Prepare test reports document results and ensure that corrective actions are implemented when required.
- Compliance with Regulations & Standards:
- Ensure that dry utility works comply with local regional and national regulations including electrical codes gas safety standards and telecommunication regulations.
- Monitor installations to ensure compliance with environmental regulations including managing risks related to hazardous materials or emissions from dry utilities.
- Ensure adherence to safety standards and practices particularly when working near or with high-voltage equipment or pressurized gas lines.
- Documentation & Reporting:
- Maintain accurate records of inspections tests and approvals for dry utility installations ensuring proper documentation for audit and regulatory purposes.
- Prepare and submit inspection reports on daily weekly or monthly intervals highlighting any issues non-compliance or corrective actions required.
- Document as-built conditions changes to original designs and any deviations from the approved plans during the installation process.
- Coordination with Contractors & Project Team:
- Collaborate with contractors project managers engineers and other stakeholders to ensure smooth coordination and execution of dry utility works.
- Address any technical queries from contractors and assist with troubleshooting issues related to utility installation.
- Attend site meetings and provide updates on dry utility progress issues and quality control measures being implemented.
- Safety & Environmental Compliance:
- Ensure that all dry utility works are conducted in compliance with health and safety regulations especially when dealing with hazardous materials such as electrical cables or pressurized gas lines.
- Ensure workers are properly trained and equipped with the necessary personal protective equipment for handling dry utility systems.
- Monitor environmental management practices on-site ensuring that the installation of dry utilities does not cause environmental damage such as contamination or disruption of natural resources.
- Troubleshooting & Quality Assurance:
- Identify and troubleshoot issues with dry utility installations such as incorrect alignments damaged materials or improper installation techniques.
- Coordinate with contractors to resolve issues quickly and ensure that corrective actions are taken to rectify defects or non-conformance.
- Recommend solutions and improvements to enhance the installation process reduce errors and improve overall system quality.
- Final Inspection & Handover:
- Participate in the final inspection of dry utility systems ensuring that all installations meet project requirements design specifications and regulatory standards.
- Ensure that all documentation including test reports certifications and as-built drawings is complete and accurate before project handover.
- Ensure that all utility systems are fully operational and meet client specifications and industry standards before final project delivery.
- Continuous Improvement & Industry Best Practices:
- Stay up to date with the latest industry standards regulations and technologies related to dry utility systems incorporating best practices into the projects execution.
- Continuously evaluate processes for efficiency recommending improvements to enhance the safety quality and effectiveness of dry utility installations.
- Contribute to a culture of continuous improvement by identifying lessons learned and implementing changes to future projects.
Qualifications:
- Technical Institute Diploma / Bachelors degree in relevant Engineering field.
- Professional certification in utility inspection or related field is preferred.
- Minimum of 7 years experience in similar projects specifically in dry utilities inspection.
- Middle East experience preferred.
- Relevant experience in comparable roads and bridges projects.
- Demonstrated experience in interpreting technical drawings specifications and regulatory codes related to dry utilities.
- Proficient knowledge of dry utility systems including electrical communication and gas infrastructure.
- Strong understanding of local and international standards for dry utility installations.
- Familiarity with testing procedures for various dry utility systems.
- Competent in using relevant software for reporting and documentation.
