Job Summary

Raytheon Emirates Global Trade team is seeking an experienced Import Compliance Manager to develop and implement a Customs Compliance. This role will support internal and external stakeholders to develop and implement import/export policies and procedures in accordance with UAE Import and Export Regulations. Reporting to the Associate Director of Global Trade for the Middle East and North Africa you will support our Raytheon Emirates Global Trade team to stand up the Customs Compliance Program in UAE. In addition you will support import/export transactions, develop duty mitigation strategies, work with Customs Brokers, Freight Forwarders, and international stakeholders to ensure that all import/export requirements have been met. This is an exciting opportunity for an experienced global trade professional interested in building an import process from the ground up in a multi‑national organization.

What You Will Do
  • Develop, implement and manage Customs Compliance Program at Raytheon Emirates.
  • Collaborate with all affected personnel and functions to integrate UAE Customs Compliance Procedure requirements into local policies, procedures and training.
  • Subject Matter Expert for Business Customs transactional compliance questions and coordinate closely with Corporate Global Trade Customs Lead on non‑routine governmental matters and significant compliance concerns or issues.
  • Review and approve export and import transactional requests involving engineering support services, meetings, employee travel, visitor access, technical data/services and hardware shipments.
  • Collaborate with tax and finance to ensure transfer pricing (if utilized as customs value) is acceptable by local Customs authorities.
  • Develop and manage import/export license applications.
  • Draft and review shipping documents such as Commercial Invoice, Certificate of Origin, Bill of Lading, Air Waybill.
  • Establish a process to perform and report regular transactional testing reviews to determine accuracy of declarations and resolve discrepancies.
  • Provide metrics to support corporate reporting on a requested cadence to validate and improve program health.
  • Secure evidence to support customs voluntary programs where appropriate from applicable functions.
  • Develop Export/Import compliance plans.
  • Assist with investigations and reviews of global trade matters.
  • You will split your work between our offices and the Tawazun Industrial Park (TIP).
Qualifications You Must Have
  • A University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience.
  • Working knowledge of UAE import and export regulations.
  • Experience with Harmonized Tariff classification and Origin Determination.
  • Experience with UAE Customs Declarations and Audits.l
  • Experience with developing new processes and policies.
  • Experience with duty mitigation programs.
Qualifications We Prefer
  • Knowledge of U.S. export regulations.
  • Practical experience with Customs clearance for military and dual‑use items in Abu Dhabi.
  • Working knowledge of GCC import and export regulations.
  • Experience in the defense industry, national security and/or technology sector.
  • Fluent in English; Arabic proficiency is a plus.
