Job Description

Responsibilities include ensuring to carry out all necessary actions and work to the satisfaction of the authority (DEWA, FEWA, DM, etc.) and client. Experience in work area related to construction projects of power stations and substations will be essential. Previous experience in HSE/Safety roles, with experience in the relevant industry (e.g., power, construction, oil & gas) is crucial. A minimum of 10 years of experience is required. Reporting to the Project Manager, the role shall be conversant with the following:

  • Responsible for Safety of the Plant, offices, buildings, equipment, safety of personnel, safety of work at site during civil, electrical and testing/ commissioning phase.
  • Assessment of Risk factors for hazards and counter measure activities.
  • Monitor for work permits for live and shutdown.
  • Frequent visits and access to all work areas for monitoring safety of work.
  • Ensure equipment/plant shall not start unless PTW is cancelled and returned back.
  • Monitor safety measures taken against accidents of mechanical, Electrical, fire and explosion hazards.
  • Monitoring of Fire Extinguishing systems as per NFPA codes requirement.
  • Monitoring use of safety aids like helmets,, goggles, protection for noise, portable fire extinguishers, safety shoes, safety belts and overalls for types of work.
  • Monitor safety of roads for driving of cars, equipment and vehicles. Provision of traffic signs on the roads and control of traffic to observe strictly.
  • Monitoring of road condition for traffic and provide speed limit sign boards.
  • Traffic signs for roads, road marking and parking.
  • Monitor safety against hazards of radiography.
  • Safety against protection of dust, sandstorm and rain.
  • Safety against handling and storage of equipment and parts.
  • Monitor road barriers and guards against protection of accidents.
  • Inspection and monitor safety use of building scaffoldings, ladders and use of safety belts requirement, etc. Inspection of cage for monkey ladders.
  • Stairs platforms landing after maximum number of steps as per requirement. Riser and treads dimensions as per requirement.
  • Monitor safety measures against fire and explosion.
  • Monitor and observe storage of fuels and lubricants.
  • Monitor for proper ventilation during work.
  • Monitor safety of pedestrians for walking.
  • Monitor first aid boxes installation at necessary places.
  • Monitor ambulance and driver is always alert and on standby, ready to meet any emergency.
  • Monitor ambulance car maintenance and condition record.
  • Keep full information about Emergency hospital name, telephone and mobile telephone number for immediate information.
  • Monitor accident record log book is properly maintained by the contractor.
  • Ensure, the plant completion without any major accident.
  • Direct communication with Project Manager and contractor for lack of safety measures observed or further improvement required for safety to prevent hazards.
  • Immediate first hand report in case of accident to site Project Manager in writing.
  • Review contractor accident report to confirm the cause of incidence and suggest action to prevent such incidence in future.
  • Filing of accident records, documents, and safety brochures.
  • Attend site meeting whenever invited to report for safety matters.
  • Instructions including distribution procedures, etc. issued by the Project Manager shall be strictly adhered to.
  • Receive and implement instructions as given by the Project Manager.
  • Cooperate in all activities with the PE Site team in accordance with the instructions of the Project Manager/Site Manager.
  • Policy and system development: Create and implement health, safety, and environmental management systems and policies.
  • Inspections and risk assessments: Conduct regular site inspections, audits, and risk assessments to identify and mitigate hazards.
  • Incident investigation: Lead investigations into accidents, incidents, and near-misses to determine root causes and implement corrective actions.
  • Training and awareness: Develop and deliver safety training, toolbox talks, and inductions for employees and contractors.
  • Compliance and reporting: Ensure compliance with local regulations (such as OSHAD, ADPHC) and international standards and prepare regular HSE reports.
  • Emergency preparedness: Participate in emergency response planning and drills and assist during emergencies.
  • Documentation and record-keeping: Maintain accurate records of HSE activities, including incident reports, inspection checklists, and training logs.
  • Liaison: Act as a point of contact with regulatory authorities, clients, and other stakeholders on HSE matters.
Qualifications
  • B.E. Civil/Electrical/Mechanical with additional qualifications in Industrial Safety and Health Management.
  • Certifications required: A NEBOSH General Certificate or equivalent is often mandatory. Other preferred certifications include ISO 45001 Lead Auditor, OSHA 10-30 hours, and other specialized training.
  • Must have strong knowledge of local UAE HSE regulations and best practices.
  • Must have excellent communication, training, and leadership skills to promote a safety culture.
