Black & Grey HR is recruiting on behalf of a leading fit-out contractor for an experienced HR Manager. We’re looking for a hands‑on HR generalist who has led HR in construction / fit‑out / manufacturing, can manage a high‑volume site office workforce, and ensure full HR legal and HSE compliance while supporting business growth.

You will lead the end‑to‑end HR function – talent acquisition, HR operations, employee relations, government relations (PRO), camp management and HSE culture – acting as a strategic HR business partner to senior management.

Key Responsibilities
  • Lead talent acquisition & onboarding for white‑coloured and blue‑coloured roles.
  • Oversee HR operations: payroll administration, HRIS / employee records, attendance and leave management.
  • Manage government relations / PRO: visas, work permits, renewals and related documentation.
  • Develop, implement and enforce HR policies & procedures in line with UAE Labour Law.
  • Oversee camp / staff accommodation management and employee welfare.
  • Drive employee engagement, performance management and retention initiatives.
  • Support employee relations: counselling, grievance handling and disciplinary processes.
  • Ensure HSE compliance in coordination with QHSE teams and promote a strong safety culture.
  • Contribute to workforce planning and HR inputs for organisational development.
Requirements
  • Bachelor’s degree in Human Resources, Business Administration or a related field.
  • 5 years progressive HR experience, including 3 years in an HR Manager role.
  • Industry experience mandatory: construction, fit‑out or manufacturing.
  • Strong knowledge of UAE Labour Law, immigration processes and HSE requirements.
  • Proven track record managing large, diverse workforces (including site‑based staff).
  • Solid experience in payroll, HR operations, camp management and visa processing.
  • Strong leadership, stakeholder management, communication skills and high integrity.
