Description
The Facilities & Utilities Manager is responsible for ensuring reliable, safe, and cost‑effective operations of all plant facilities, utilities, and infrastructure within factory. This includes overseeing mechanical, electrical, HVAC, water, steam, compressed air, green leaf conditioning (GLT) utilities and building maintenance. The role ensures compliance with environmental, health, and regulatory standards specific to tobacco production.
Key Responsibilities
Utilities & Facilities Operations
- Manage daily operations of all plant utilities including:
- Boilers, chillers, air compressors, vacuum systems, HVAC, fire systems, water treatment, effluent treatment, power distribution, plumbing, fire systems, elevators, security systems and steam systems.
- Ensure utilities meet required parameters for tobacco processing, curing, conditioning, and manufacturing.
- Monitor energy consumption and implement optimization initiatives to reduce cost and waste.
Ensure all facilities and equipment are functioning efficiently with minimal downtime.
Oversee cleaning, waste management, landscaping, and general upkeep of the premises.
Preventive & Corrective Maintenance
- Develop and execute preventive maintenance plans for facilities and utility equipment.
- Troubleshoot and resolve mechanical and electrical issues to prevent downtime.
- Maintain accurate maintenance documentation and CMMS records.
Monitor and report facility performance, equipment maintenance records, and asset lifecycle.
Supervise repair works and emergency maintenance activities.
Projects & Continuous Improvement
- Lead facilities and utilities CAPEX projects (installation, upgrades, replacements).
- Drive efficiency improvements aligned with Lean, Kaizen, TPM or ISO 50001.
- Coordinate contractors, vendors, and external service providers.
Health, Safety, Environment & Compliance
- Ensure compliance with tobacco industry regulations, environmental laws, OSHA, and local statutory standards.
- Conduct risk assessments and ensure safe work practices.
- Oversee fire protection systems and emergency preparedness.
Budgeting & Resource Management
- Prepare and manage annual facilities and utilities budgets.
- Control OPEX and CAPEX spending.
- Optimize spare parts stock and manage vendor performance.
Team Management
- Supervise technicians, operators, contractors, and supporting staff.
- Provide training, development, and performance evaluations.
- Foster a strong safety and reliability culture.
Qualifications & Experience
Education
- Bachelor’s degree in mechanical engineering, Electrical Engineering, Industrial Engineering, or related field.
Experience
- 7–12 years in facilities/utilities management, preferably in tobacco, FMCG, food, or industrial manufacturing.
- Strong experience with boiler systems, compressed air, refrigeration, HVAC, and electrical distribution.
- Experience in factory infrastructure projects.
