Dubai Healthcare City Authority (DHCA), the governing body of Dubai Healthcare City (DHCC), was established in 2011 by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, with a mandate to advance DHCC as the emirate’s healthcare and wellness free zone. DHCA oversees the development of DHCC’s ecosystem, which operates at an intersection of healthcare, wellness, community living and regulation, and facilitates business set-up across medical care, wellness, academic and research. Strategic Responsibilities
  • Provide inputs and support development team in master planning, feasibility studies, market research etc.
  • Implementation of design strategies to achieve development/ project objectives.
  • Lead master planning design to support development projects.
  • Ensure designs align with organizational standards, sustainability goals, DHCA's requirements.
  • Ensure design coordination with authorities, sub-developers, operators, business partners, consultants, contractors and other third parties.
  • Support procurement strategies by defining design scopes, consultant deliverables, and quality benchmarks.
  • Support management on design-related matters, risks, and opportunities.
Core Responsibilities
  • Preparing high level conceptual designs and master plans for new developments.
  • Preparation of design scope of work to appoint consultants at the level of master plan and buildings design.
  • Support the tendering process to select consultants and contractors by being involved in the preparation of design briefs, operating criteria, design standards, scope of responsibilities and tender analysis.
  • Managing and reviewing design across all stages: concept, schematic, detailed design, tender, and construction stages.
  • Managing consultant design works through the design stages to achieve the project objectives (budget, scope, time frame, quality, style, and theme etc.).
  • Managing the design stages with appointed consultants and reviewing the designs technically to have comprehensive construction documents.
  • Managing the consultant to issue the required marketing materials for project launch.
  • Managing and supervising the design aspects and material finishes selections through the construction stage.
  • Managing the master plan with related design parties to register it in Authority’s and GIS system.
  • Managing Authority’s submissions with appointed consultant/s to obtain approvals and NOC within the assigned time frame.
  • Liaise with consultants to ensure minimize design errors and conflicts.
  • Ensure coordination and integration of architectural design with structural, MEP, landscape, and specialist disciplines.
  • Review the design submissions, drawings, specifications, schedules, material submittals, samples and mock-ups and technical reports.
  • Manage and review design changes, value engineering exercises, and technical clarifications without compromising design intent or quality.
  • Lead the design coordination meetings, workshops, and design reviews.
  • Provide architectural input during construction, including site inspections, design clarifications, and resolution of technical issues.
