About Dubai Electronic Security Center

The Dubai Electronic Security Center (DESC) is the official government department entrusted to make Dubai the safest city in cyberspace. The center was established under decree number 11 of 2014 by H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of UAE and the Ruler of Dubai. The Dubai Electronic Security Center’s main objectives include safeguarding information, communications networks and governmental information systems in the Emirate of Dubai.

Responsibilities
  • Execute all procurement and supply procedures based on requests from relevant departments/sections.
  • Prepare and draft contracts and agreements.
  • Source and evaluate suppliers and obtain quotations.
  • Review contracts and ensure their compliance with approved policies and procedures.
  • Follow up on contract implementation and ensure supplier compliance with agreed terms.
  • Maintain and organize procurement and contract records.
  • Prepare periodic reports on procurement and contracts and submit them to management.
  • Contribute to the development of procurement policies and procedures and improve the procurement cycle.
  • Coordinate with other departments to identify needs and ensure they are efficiently met.
  • Comply with procurement and contract‑related regulations and laws.
