Principal Scope

Sharjah Government Nurseries (SGN)

Reports to

Vice Chancellor

Role Purpose

The Deputy Vice Chancellor for Sharjah Government Nurseries is responsible for leading, managing, and operating the entire SGN system across Sharjah. The SGN network comprises government nurseries across the Emirate of Sharjah, with continued expansion underway. The role ensures that all nurseries deliver safe, high-quality, inclusive, and developmentally appropriate education and care for children aged 0–4. The DVC oversees and directly manages the daily performance of all SGN departments, Education Development & Improvement, Quality, Data & Performance, and Child Journey and all associated units. The position requires strong operational leadership, hands‑on decision‑making, direct oversight of staff, and continuous monitoring of organizational performance to meet SEA’s strategic priorities and Sharjah Government standards.

Key Roles and Responsibilities
  • Lead and oversee all Sharjah Government Nurseries operations, ensuring the consistent delivery of safe, high-quality, and inclusive early childhood education across all nursery clusters.
  • Provide strategic direction and operational leadership to align SGN functions with SEA’s mission, Sharjah Government priorities, and international standards of early childhood excellence.
  • Develop and maintain efficient systems, processes, and frameworks governing admissions, registration, curriculum implementation, staffing, safeguarding, and performance monitoring across all nurseries.
  • Ensure robust safeguarding and child protection mechanisms, promoting safe, inclusive, and developmentally appropriate environments for all children in full compliance with UAE and Sharjah regulations.
  • Lead evidence‑based performance management through KPIs, data dashboards, and reporting frameworks to ensure measurable outcomes, institutional accountability, and continuous improvement.
  • Drive quality assurance, evaluation, and inspection readiness by embedding structured monitoring, documentation, and feedback cycles across all nursery operations.
  • Lead financial planning, budgeting, procurement, and resource allocation to ensure effective utilization of funds, facilities, and materials aligned with strategic and operational priorities.
  • Oversee infrastructure readiness, health, safety, and nutrition programs to maintain secure, compliant, and developmentally suitable learning environments.
  • Coordinate closely with SEA’s Shared Services and other departments (Human Capital, Finance, IT, Procurement, Facilities, Legal, and Strategy) to ensure integrated and seamless operational delivery across SGN.
  • Strengthen family engagement and community partnerships through structured communication, parent programs, and collaborative initiatives that enhance children’s wellbeing and development.
  • Serve as SGN’s senior liaison with government authorities, regulators, and sector partners, representing SGN in official forums, networks, and collaborative initiatives.
  • Build, mentor, and empower a high‑performing leadership team through coaching, professional development, and performance accountability that fosters excellence and institutional alignment.
  • Drive innovation, research, and the adoption of global best practices in early childhood education to enhance quality of life, inclusivity, and learning outcomes across SGN.
  • Provide strategic recommendations and performance reports to the Vice Chancellor on operational efficiency, risks, investments, and opportunities for system‑wide improvement.
Minimum Qualifications
  • Master’s degree (required) in Early Childhood Education, Educational Leadership, Child Development, or related field.
  • Professional certifications in educational leadership, or early childhood education are desirable and will be considered an advantage.
  • Bilingual proficiency in Arabic and English is mandatory, given the nature of family engagement, communication requirements, and the cultural context.
Experience Requirements
  • Minimum 12–15 years of professional experience in early childhood education, K–12 leadership, or education management.
  • Significant experience running multi‑site operations at director or senior management level.
  • Demonstrated success in operational leadership, quality assurance and curriculum implementation.
  • Strong experience with data‑driven management, KPIs, inspections, and compliance systems.
