Job summary

GovCIO is seeking a Senior Subcontracts Administrator (Specialist/Lead) to join our Subcontracts Team. This role is fully remote within the United States, with the option to work from Topeka, KS. Responsibilities include full life-cycle subcontract management for diverse programs.

You will negotiate terms, ensure FAR/DFARS and CPSR compliance, support proposal activities, and collaborate with cross-functional leaders to drive performance and cost efficiencies across the VETS sector.

Qualifications

• Requires a Bachelor's degree with 8+ years of relevant experience or a Master's with 6+ years.
• Experience with CPSR policies and procedures.
• Experience in subcontracting, negotiations, and performance management.
• Strong knowledge of federal subcontracting and negotiation techniques.
• FAR/DFARS familiarity.
• Deltek CostPoint ERP experience.
• Proposal support experience.
• Microsoft Office proficiency (Excel, Word).
• Strong business acumen and leadership abilities.
• Multitasking, time management, and analytical skills.
• Ability to develop internal and external relationships.
• Strong written and verbal communication; comfortable with executives.

Responsibilities

• Administer full life cycle subcontract management for programs in assigned operations.
• Support the Veterans and Enterprise Technology Solutions (VETS) sector.
• Develop strategy for competitions, negotiations, and managing subcontractor performance.
• Ensure subcontract files are reviewed and compliant with Authority to Operate and contract requirements.
• Demonstrate interpersonal and communication skills to resolve issues.
• Review prime contracts and flow down required documents and clauses.
• Collaborate with cross-functional leadership to align activities with prime contracts.
• Monitor supplier delivery and performance in coordination with operations.
• Resolve supplier performance and quality issues with leadership.
• Advise operations leadership on procurement issues and strategies.
• Other duties as assigned by management.
