Job summary

GovCIO is seeking a Senior Subcontracts Administrator (Specialist/Lead) to join our Subcontracts Team. This role is fully remote within the United States and supports the VETS sector, with a focus on full life cycle subcontract management and strategic supplier performance.

You will work closely with cross-functional leadership to ensure compliance, effective negotiations, and timely deliverables, while advising operations on procurement issues and strategies.

Qualifications

• Requires a Bachelor’s degree in a related field with 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.
• Experience complying with CPSR policies and procedures.
• Experience in subcontracting and related functions with emphasis on negotiation, subcontract administration, and contractor/subcontractor performance management.
• Strong knowledge of federal subcontracts and negotiation techniques.
• Working knowledge of the FAR and DFARS.
• Experience with Deltek CostPoint ERP.
• Experience with proposal support activities.
• Proficiency with Microsoft applications, such as Excel, Word etc.
• Strong business acumen, management, and leadership skills.
• Multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environment.
• Strong analytical and problem-solving skills.
• Demonstrated ability to develop effective relationships internally and externally.
• Strong communication skills, both written and verbal.
• Comfortable working with executives and representing plans to senior leaders.

Responsibilities

• Administer full life cycle subcontract management activities for programs within assigned operations, including: proposal support activities, negotiations of NDAs, teaming agreements, solicitations to subcontractors, evaluation of proposals, price analysis, negotiations of terms and conditions, award, administration, issue resolution and closeout.
• Support the Veterans and Enterprise Technology Solutions (VETS) sector.
• Develop strategy for competitions, negotiations, and managing subcontractor/supplier performance.
• Ensure subcontract files are reviewed and approved in accordance with Authority to Operate and all contract requirements, policies, and laws.
• Demonstrate strong interpersonal and communication skills to resolve issues.
• Review prime contract awards to flow down required documents and clauses.
• Collaborate with cross-functional leadership to align subcontracting with prime requirements, financial and operational objectives.
• Monitor supplier compliance and timely deliverables with operations.
• Resolve supplier performance and/or quality issues with leadership.
• Advise operations leadership on procurement issues and strategies.
• Other duties as assigned by management.
