Job summary

GovCIO is seeking a Senior Subcontracts Administrator (Specialist/Lead) to join the Subcontracts Team. The role is fully remote within the United States and supports the Veterans and Enterprise Technology Solutions (VETS) sector.

The position administers full life cycle subcontract management, negotiates terms, ensures compliance with FAR/DFARS, and coordinates with operations to meet prime contract requirements. Strong communication and leadership are essential.

Qualifications

• Requires a Bachelor’s degree in a related field with 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.
• Experience complying with CPSR policies and procedures.
• Experience in subcontracting with emphasis on negotiation, subcontracts administration, and performance management.
• Strong knowledge of federal subcontracting and negotiation techniques.
• Working knowledge of the FAR and DFARS.
• Experience with Deltek CostPoint ERP.
• Experience with proposal support activities.
• Proficiency with Microsoft applications (Excel, Word).
• Strong business acumen, management and leadership skills.
• Multi-tasking and time-management skills in a fast-paced environment.
• Strong analytical and problem-solving skills.
• Ability to develop internal and external relationships.
• Strong written and verbal communication.
• Comfortable presenting to senior leaders.

Responsibilities

• Administer full life cycle subcontract management for programs within assigned operations.
• Support the VETS sector.
• Develop strategy for competitions, negotiations, and supplier performance.
• Ensure subcontract files meet OSA requirements and regulations.
• Maintain strong interpersonal communication with stakeholders.
• Flow down required documents and clauses on prime contracts.
• Collaborate with cross-functional leadership to meet contract requirements.
• Monitor supplier compliance and timely deliverables.
• Resolve supplier performance and quality issues with operations team.
• Advise operations leadership on procurement issues and strategies.
• Perform other duties as assigned.
