MAXIMUS is seeking an experienced professional to lead end-to-end bid development for market opportunities in the public sector. You will translate client needs into tailored, costed delivery solutions with input from subject matter experts and operations teams.

The role emphasizes stakeholder engagement, design of lean processes, and ensuring AI and technology underpin the proposed solution to deliver measurable business benefits.

Qualifications

• Service design experience: capturing existing customer journeys and leading re-imagination of future journeys via workshops
• Experience identifying how technology can improve customer experience and increase value for money
• Public sector bidding experience in Employability, Health, Justice or Contact Centre environments
• Proven ability to work with bid teams and wider solution workstream stakeholders

Responsibilities

• Builds an understanding of the market and bid opportunity to develop a tailored solution
• Designs high-quality, tailored and costed delivery solutions with subject matter experts and operations colleagues
• Leads and manages a matrix solution team to develop an end-to-end solution aligned with strategy and affordability targets
• Develops the high-level design for the service and communicates with stakeholders
• Supports dialogue, co-design and scoping with potential partners and contractors
• Lead solution assurance and support governance prior to submission to the customer
• Create bid narrative and edit all written material for the solution response
• Identify and mitigate risks and support handover to the transition team
• Manage stakeholder expectations and oversee bespoke solution elements to meet client requirements
• Promote cooperation and coordination of all bid workstreams to deliver an integrated solution
• Build and shape local partnership agreements and subcontractors/partners
• Travel for team meetings, customer meetings and external events
