Job summary

MAXIMUS is seeking a strategic Bid Lead to shape end-to-end solutions for public sector opportunities. You will capture customer journeys, design tailored, costed solutions, and lead multi-disciplinary teams to deliver compelling bid responses.

Role emphasises governance, risk management, and close collaboration with partners and internal stakeholders to ensure a successful, integrated solution for complex contracts.

Qualifications

• Demonstrable service design experience - capturing existing customer journeys and leading the re-imagination of future journeys.
• Experience identifying how technology can improve customer experience and increase value for money and the documentation of functional technology requirements.
• Prior experience of Public Sector bidding within Employability, Health, Justice or Contact Centre environments.
• Proven ability working with key bid team and wider solution workstream stakeholders.

Responsibilities

• Builds an understanding of market and bid opportunities to develop tailored solutions.
• Leads matrix solution teams to develop end-to-end solutions aligned with strategy and affordability targets.
• Develops high-level design for the service and ensures effective communication to stakeholders.
• Supports dialogue, co-design and scoping with potential partners and/or suppliers.
• Understands programme delivery from business/benefits perspective and redevelops areas as needed.
• Designs lean and effective processes and ensures AI/technology is at the heart of solutions.
• Oversees pricing understanding with finance and commercial leads.
• Re-utilises Maximus capabilities where possible.
• Leads solution assurance and governance prior to submission to the customer.
• Creates bid narratives and acts as final editor on written solution materials.
• Identifies and mitigates risks; supports handover to transition team and lessons learned.
• Manages customer expectations and designs bespoke solution elements when standard offerings are not appropriate.
• Stakeholder management within bid teams and wider Maximus; fosters cooperation across solution workstreams.
• Builds and shapes local partner and subcontractor relationships.
