Organizational context

WB APAC COO is responsible for the oversight of the operational delivery across 9 different ING Legal entities within APAC region, as such the domain leverages on the delivery of shared services via ING Hubs Manila and the operational execution of COO teams across the region as well as COO Centres of expertise located in Singapore.

We are seeking a highly motivated Regulatory Operations Lead with an interest in Wholesale Banking operations that can act in a cross‑functional manner and coordinate regulatory operations initiatives within the COO domain. The role has exposure to senior executives across APAC and will suit someone with strong regulatory, legal, MAS regulatory reporting background.

About the position

The ideal candidate will get exposed to strategic regulatory initiatives related to WB business lines (Financial Markets, CMA, Lending, Transaction Services, Trade Finance Commodities), he / she would also be driving projects to improve regulatory operations and reporting in Singapore and across APAC COO to ensure full compliance and accurate reporting towards MAS and other regulatory bodies.

The candidate will be supported by ING Hubs Manila shared services and will become the liaison between Global service providers, Hubs and local legal, compliance and operations teams to ensure proper governance on regulatory operations in established and followed.

About the department

WB APAC COO is responsible for our day‑to‑day operations for Lending, FM, Transaction Services and premises as well as Financial Crime Prevention (FCP), Operational Design, Control & Resilience (ODCR) and Data Management (CDO). Through these departments, COO collaborates closely with various business units to ensure the efficient execution of business and to enhance system technologies, address business controls, and manage data effectively. Additionally, COO leads local Change & Transformation execution and coordination, together with Tech.

Job Responsibilities
  • To support the regional Chief Operations Officer (COO) in Regulatory operations activities in Singapore and across APAC, specifically on data classification, quality checks and regulatory reporting frameworks for MAS and equivalent regulators across the region.
  • You will work to establish strong and effective relationships with key internal stakeholders and ensure that appropriate governance is in place within the organization.
  • Collaborate with business leaders to interpret regulatory requirements and their implications on COO regulatory operations.
  • Ensure all regulatory operations processes are documented, standardized, and aligned with Global Process Leads.
  • Identification of MAS (and equivalent regulators) reporting exceptions and collaborate across teams for remediation.
  • Lead regulatory operations change projects impacting WB COO APAC domain, ensuring timely and effective implementation.
  • Oversight of the ING Hubs shared services when it comes to regulatory reporting and execution of data classification and quality checks for MAS (and equivalent regulators) regulatory reporting.
  • Acts as the control checkpoint and first line of determination for the Bank’s local static data classifications before feeding into the regulatory reporting system.
  • Serve as the subject matter expert regarding regulatory operations and MAS Client classification requirements and equivalent.
What we're looking for

  • At least 5 years of experience in regulatory reporting, regulatory compliance, internal/external audit or front office support fields.
