Job summary

A reputable recruitment agency in Singapore is seeking a Quantity Surveyor to manage cost estimates and ensure contract compliance. You will prepare detailed BOQs, issue RFQs, and negotiate bids while overseeing daily site operations. The ideal candidate will have a diploma or degree in Quantity Surveying and 3–5 years of relevant experience, possessing strong negotiation and communication skills. This role offers an opportunity to work on diverse projects within a dynamic environment.

Responsibilities
  • Review ITT documents, drawings, specifications, soil reports, and contract terms to assess pricing, risks, and commercial exposure.

  • Prepare BOQs, quantity take-offs, and cost estimates for labour, plant, materials, preliminaries, overheads, and margins.

  • Develop pricing models, risk registers, clarifications, and alternative proposals with quantified cost/time implications.

  • Issue and negotiate RFQs, evaluate bids, and prepare LOIs and subcontract agreements with clear scopes, deliverables, and payment terms.

  • Establish agreed-upon measurement methods with clients/consultants.

  • Oversee daily site operations to ensure works are carried out safely, on schedule, and to quality standards.

  • Ensure compliance with internal approval processes, audit requirements, and statutory regulations.

Requirements
  • Diploma or Degree in Quantity Surveying or equivalent.

  • 3–5 years of relevant experience

  • Strong understanding of measurement rules and standard contract forms (PSSCOC/SIA/FIDIC preferred).

  • Strong negotiation, communication, and stakeholder management skills with a solution-oriented mindset

  • Interpret and manage contract conditions (PSSCOC, SIA, FIDIC, or bespoke forms)
