Job summary

A leading youth development organization in Singapore is seeking an experienced individual to manage and implement programs aimed at empowering youth. The role involves casework management, group facilitation, stakeholder engagement, and leadership supervision. Ideal candidates should have a relevant degree and strong administrative and supervisory skills. Responsibilities also include program evaluation and volunteer mentorship. Only Singaporeans will be considered for this position.

About Youth COP

Youth COP is an award‑winning, Youth‑developmental, leadership program that aims to equip and empower youth in secondary schools to be crime‑prevention ambassadors along with our partners in the Neighbourhood Police Centres and schools. Youth COP seeks to serve, protect and care for youth in schools and communities with the hopes of reducing youth offending and delinquency through education, engagement and contribution. Our Youth COP leaders are trained by the program's workers and Police Officers to spot signs of crime, to engage and educate their peers and public to deter crime. Youth COP uses a range of methodologies to develop and support our youth leaders to be the best version of themselves and to maximise their potential as youth crime‑prevention leaders.

Key Responsibility Areas

Casework

  • Utilise and articulate specialised theories and techniques with advanced knowledge in particular domain and customise the use of tools and approaches for intended outcomes
  • Engage key service stakeholders for assessment and intervention
  • Facilitate and lead high‑risk case conferences in multi‑disciplinary settings
  • Manage ethical dilemmas while taking into account range of information independently
  • Conduct needs assessment and risk assessment for complex/high‑risk cases
  • Conduct outreach and engage client’s family, where applicable, to develop action plans to support the client
  • Conduct closure of cases upon achieving sustainable service outcomes for clients, families and communities

Group Work

  • Use appropriate approaches in different groups/settings
  • Conduct specialised groups for specific outcome
  • Assess and capitalise group dynamics to create positive impact
  • Manage and guide the management of challenging behaviours

Programme Development and Implementation

  • Lead a team to effectively manage the development of specific programmes targeted at service gaps and service delivery issues
  • Manage and oversee the end‑to‑end development and delivery of programme to desired outputs and outcomes
  • Supervise the team and the delivery of programme to achieve desired outcomes
  • Provide strategic insights and plans to strengthen program outcomes and development

Systems linkage, Analysis and Engagement

  • Identify and analyse service gaps and trends, make recommendations/proposals to enhance community and client access to needed resources
  • Adopt appropriate strategies to negotiate and influence systemic changes together with community partners
  • Collaborate and establish relationship with key partners and stakeholders in attaining common vision
  • Build and bring resources together and articulate direction and goals to support the implementation of community solutions and delivery of social service outcomes

Volunteer engagement and development

  • Mobilise volunteers and delegate responsibilities
  • Identify training and development needs among volunteers
  • Provide relevant training/briefing for volunteers, when required
  • Maintain positive working relationship with volunteers

Evaluation & Research

  • Identify gaps and trends in research and/or practice
  • Critically analyse academic literature for evidence‑based approaches and practice enhancement
  • Evaluate progress and effectiveness of programme and other interventions
  • Lead program research and data analysis for program improvement and sharing

Documentation and Report Writing

  • Ensure proper filing and documentation for self and team
  • Ensure that proposals and written reports are clear and concise to targeted audience
  • Vet written reports and communications
  • Ensure and maintain case/programme files and prepare reports according to required documentation standards

Leadership / Supervisory Skills

  • Assist management in motivating the staff team towards SHINE’s vision and mission
  • Assist in building the staff team towards fulfilling professional goals and commitments
  • Supervise/mentor/coach staff and adjust to their learning styles and needs
  • Guide the delivery of social services by team to ensure adherence to Code of Ethics, Standards of Practice, governance and agenda at system level
