Job description

The Senior QA/QC Engineer is responsible for overseeing and managing the overall quality performance of all ongoing projects from the Head Office level. The position ensures that the company’s Quality Management System (QMS) is effectively implemented and maintained across projects in accordance with ISO standards, contractual requirements, and corporate policies.

This role acts as the key liaison between Head Office and project QA/QC teams to monitor quality trends, review inspection and test results, identify systemic issues, and drive continuous improvement initiatives to enhance quality consistency and compliance throughout the organization.

Key Responsibilities
  1. Oversee and monitor the overall quality performance of all ongoing projects to ensure alignment with the company’s Quality Management System (QMS), ISO standards, and corporate policies.
  2. Prepare the annual quality plan, compile quarterly and monthly quality reports, and organize monthly meetings with the QA/QC team to review quality performance and key issues.
  3. Coordinate and complete the company’s ISO external audits; develop and implement the annual internal audit plan, and conduct all internal audits according to this plan to ensure ongoing compliance and continuous improvement of the QMS.
  4. Update and revise the company’s Integrated Management System (IMS) to ensure it remains current, accurate, and aligned with applicable standards and corporate requirements.
  5. Monitor and manage all project QA/QC activities, including inspection, testing, documentation, analysis of quality reports and NCRs, periodic site audits, development and maintenance of QA/QC procedures and templates, consolidation of project quality performance, and providing technical guidance and mentoring to project QA/QC teams.
  6. Support continuous improvement initiatives by identifying best practices and lessons learned to strengthen the organization’s quality culture.
Job Specifications
  • Bachelor’s degree or higher in Civil Engineering, Construction Management, or a related field.
  • Professional certification or formal training in ISO 9001 Quality Management System is preferred.
  • Minimum 8 years of relevant QA/QC experience in government projects, preferably including tunneling or infrastructure projects.
  • Strong knowledge of Quality Management Systems (QMS), Integrated Management Systems (IMS), and ISO standards.
