Job summary

Job description
Roles & Responsibilities
  • Responsible for managing compliance with company’s procedures and all applicable rules, regulations, and industry codes, for assigned vessels.
  • Ensure navigation and DP practices meet industry standards
  • Ensure operational procedures meet the company’s objectives and that policies are implemented
  • Responsible for ensuring correct regular reporting by assigned vessels in accordance company procedures.
  • Acts as liaison with assigned vessels and authorities for flag & port state matters.
  • Responsible for ensuring assigned vessels are maintained up to date with all applicable publications, charts, and industry codes and guidelines.
  • Review and analyze operational performance of assigned vessels and identify areas for improvement
  • Responsible for developing and follow up on HSSEQ reporting (Corrective and Preventive actions and Root Cause Analysis) from internal and external audits.
  • Responsible for ensuring vessels carry out monthly reporting for all HSSEQ matters as per Company procedures.
  • Responsible for ensuring lessons learned and preventive actions are disseminated
  • Responsible for reviewing Risk Assessments and Management of Change
  • Responsible for dispensation request as required with vessel flag.
  • Responsible for ensuring all flag inspections are completed in a timely manner.
  • Responsible in following up with port state inspections and closing out of findings.
  • Responsible for conducting internal audits and inspections for vessels.
  • Responsible for arranging external audits vessels as directed HSSEQ Manager
  • Assist in/manage incident investigations and analysis and follow-up actions.
  • Monitor and analyze data on incidents, near misses, and non-conformities to identify trends and areas for improvement
  • Prepare and oversee Tender Documents for vessels charter.
  • Ensure vessels OVPQ is up to date.
  • Assist to assign or select OVID inspectors / approved companies for vessels OVID as required.
  • Prepare vessels for OVID / Client inspection and follow up with findings and close out.
  • Ensure vessel specific documentation are updated to industry and regulatory requirements.
  • Oversee and update OVMSA documents as required
  • Act as liaison between vessel and external parties e.g charterer, Flag, class, port state and owners.
  • Responsible for carrying out onboard training for crews
  • Participates in ISM Management Review meetings.
  • Participate or lead investigations as required / as appointed
  • Participate in emergency response drills and ensure crew is trained and prepared for emergencies
  • Contingency tasks as defined in the contingency manual.
  • Contingency leader when appointed Contribute to the achievement of the company’s targets and governing objectives.
  • Participate in defining crew level and define and organize crew training as required
  • Execution of HSEQ training as required
  • Contribute to the development and implementation of company-wide safety initiatives
  • Represent the company in industry forums, meetings, and conferences related to compliance and safety
  • Represent company in client and owners meeting for project planning or end client meeting.
  • Assist in Take-over and hand-over of vessels.
  • Participate in Change of flag and owner
  • Act as a mentor and coach to junior staff members and provide guidance on compliance and safety matters
  • Stay updated on industry regulations and best practices to ensure compliance and continuous improvement
Education and qualification
  • Class 1 Certificate of Competency or Class 2 Certificate of Competency and University qualification
  • At least 2 years of shore-based experience as a Marine Superintendent or similar role.
  • Strong leadership, communication, and problem-solving skills.
  • Fluency in English and Chinese to liaise with Chinese clients; willingness to travel and work on-call.
