We are seeking an experienced HR Business Partner to provide comprehensive HR consultation and services to Clinical leaders, Management and Staff. The successful candidate will develop HR plans and initiatives aligned with, and supportive of, the business objectives of the assigned departments.
The scope of HR consultation and services includes, but is not limited to, talent attraction and retention, performance management, compensation, talent development, and employee engagement.
The incumbent will also play an integral role in implementing human resource strategies and contributing to other HR and organization-wide projects.
Key Responsibilities
Operational Support
- Serve as the primary point of contact for all operational HR queries from various business units, delivering timely and effective resolutions in collaboration with internal HR teams.
- Manage the processing of employment contract renewals, end-of-contract exits (including resignation, retirement, dismissal, and death), changes in employment terms (such as part-time requests and transfers), and re-employment contracts post-retirement, ensuring compliance with HR policies and in partnership with HR Business Partners (HRBPs).
- Handle out-of-system transaction applications, including overtime, claims, and job-related allowances.
- Collaborate with the talent acquisition team to support recruitment efforts and help secure the best talent for the organisation.
- Oversee the onboarding process for new hires, ensuring a smooth and welcoming experience.
- Address staff grievances through counselling and co-manage disciplinary matters to maintain a positive work environment.
- Collaborate with the shared services team to deliver comprehensive HR services to all staff levels, ensuring adherence to HR policies, audit requirements, and legal obligations such as the Employment Act, CPF, and IRAS regulations.
Compliance & Reporting Support
- Participate in internal and external audits to ensure HR compliance and operational integrity.
- Ensure the accuracy of employee data for business units through monthly audits
- Develop and maintain HR Dashboard for business units in collaboration with HR sections as required
- Run monthly and ad hoc HR reports and metrics to support data-driven decision making.
- Monitor and report on manpower and succession plans to assist in workforce planning.
Business Support
- Provide advice and guidance to Clinical Heads of Department or Management Leaders on performance management related matters, resolve complex employee relations issues and address grievances.
- Be conversant with the manpower plans of the business units
- Participate in leadership meetings and proactively provide inputs in the development of business and operational plans/ initiatives
- Work closely with management and employees to improve work relationships, build morale and increase productivity and retention.
- Develop clear understanding of business/ function needs and objectives, analyse trends and metrics to provide effective HR solutions to the stakeholders.
- Align and achieve synergies with other HR teams in processes related to performance appraisal exercises, mass salary reviews and bonus exercises, recognition and developmental awards' nominations and budget exercises.
- Proactively identify gaps in the existing processes, propose and drive changes necessary to establish good HR practices.
Other Responsibilities
- Perform other ad-hoc assignments as required to support the HR function and organisational needs.
Job Requirements
- Degree or Diploma in Human Resources or equivalent, with at least 4 to 5 years of relevant experience as an HR Business Partner.
- Preferably at least 2 to 5 years relevant HR generalist experience in healthcare sector
- Excellent communication and interpersonal skills.
- Proactive, meticulous, resourceful, and able to work effectively both independently and collaboratively in a fast-paced, dynamic environment.
- Strong problem-solving abilities with a customer service orientation.
- Strong analytical skills with proficiency in HRIS and MS Office applications.
- Good understanding of the Employment Act.
- Takes initiative and is able to work independently while also being an effective team player.
- Able to engage, guide and partner with senior leaders on strategic HR matters.
