Job description
OVERVIEW

The Senior Manager in Centre for Information Management (CIM) will lead a team to support DSTA’s record management policies, processes and systems in accordance to Government Instruction Manual on Records Management and DSTA records management framework, as well as drive process reviews and digitalisation to ensure that DSTA’s record management system continue meet DSTA’s evolving needs.

  • Lead and manage DSTA Enterprise Content Management and records repositories to comply with DSTA Governance Framework and align with international and national standards and practices for optimal records management.
  • Plan and develop DSTA Records Management Roadmap for digital/digitised records including storage, accessibility and disposal.
  • Formalise holistic governance framework, policies and processes for continual improvement in management of DSTA enterprise content (i.e. digital/digitised records). Evaluate, test and implement the system capabilities.
  • Review, recommend and drive digitalisation initiatives with key stakeholders (e.g. DSTA management/entities, MINDEF/SAF, external agencies) in records management to meet organisation's evolving business needs.
  • Support DSTA Chief Record Officer in Records Management to ensure compliance with Government’s Instruction Manual requirements.
JOB REQUIREMENTS
  • Tertiary Qualification in Business, Information Management, Information Technology or related fields.
  • At least 8 years of working experience, with at least 4 years’ experience in leading and managing teams.
  • Project management skills; able to plan and optimise resource to fulfil outcomes.
  • Meticulous attention to detail.
  • Able to plan, organise, assess and manage organisation’s governance/business requirements and users' needs and products/solutions.
  • Good written, communication and interpersonal skills, and able to interact and engage senior management, internal and external counterparts and team members.
  • Competency in Records Management (RM) or Information/Knowledge Management operations and familiarity with Government’s Instruction Manual.
  • Competency in enterprise content management systems/products or relevant IT applications in RM and business process streamlining.
  • Interest in data/business analytics and relevant tools.
  • Motivated; able to drive records management and digitalisation initiatives.
  • Resourceful and able to make decision independently.
  • Strong analytical and problem solving skills; good in systematic and critical thinking.
