Job summary

A leading investment firm in Singapore is seeking a Senior Investment Director/CIO to lead the Fund’s investment strategy and allocation decisions. This role requires over 10 years in infrastructure or renewable energy and proven expertise in fund-level investment and pre-investment negotiations. The successful candidate will manage greenfield projects and ensure compliance with regulatory standards, providing strategic insight and risk assessment across the portfolio. A strong presence in Southeast Asia is preferred.

Role Purpose

The Senior Investment Director / CIO is responsible for leading the Fund’s investment strategy and allocation decisions for greenfield and early-stage infrastructure assets.

This role combines fund-level investment authority with hands‑on technical, operational, and asset management expertise, ensuring that investments are executed and managed in line with the Fund mandate, investor interests, and MAS regulatory expectations.

Key Responsibilities
Fund‑Level Investment Leadership
  • Make investment allocation decisions and approve deployment of fund capital in line with Fund mandate and Investment Committee guidance.
  • Define and implement the Fund’s investment strategy, risk appetite, and portfolio construction.
  • Chair or actively participate in Investment Committee deliberations, providing strategic insight and risk assessment.
Pre‑Investment / Deal Execution
  • Lead due diligence and structuring of greenfield infrastructure projects.
  • Negotiate Definitive Agreements, EPC, O&M, PPA, and land‑use/feedstock contracts with sponsors, contractors, and counterparties.
  • Assess technical, operational, financial, and commercial risks; propose mitigation measures.
  • Advise on SPV governance, step‑in rights, and contractual protections to safeguard the Fund.
Post‑Investment / Asset & Portfolio Management
  • Oversee greenfield project execution from development through commissioning and operational stabilisation.
  • Monitor project KPIs, budgets, and cashflows; manage contractors and operators.
  • Optimise portfolio performance, including refinancing, operational improvements and contract renegotiations where relevant.
  • Ensure robust risk management, escalation, and reporting.
MAS Compliance & Reporting
  • Ensure all investment and asset management activities comply with Fund mandate, internal policies, and MAS regulations.
  • Prepare reports for CEO, Board, Investment Committee, investors, and regulators.
  • Acts as a CMS‑licensed representative, responsible for approving fund‑level investments, overseeing risk, and ensuring portfolio performance.
Key Requirements
Experience & Expertise
  • 10+ years in infrastructure / renewable energy / contracted utilities, including greenfield and early‑stage projects.
  • Proven fund‑level investment experience, ideally with prior CIO, Head of Investments, or Fund Manager responsibility.
  • Hands‑on expertise in pre‑investment negotiations (DA/EPC/O&M/PPA) and post‑investment asset oversight.
  • Experience in venture capital‑style infrastructure investing, including early‑stage project structuring, equity deployment, and risk allocation in development‑phase assets.
  • Proven track record operating in Southeast Asia or emerging markets preferred.
  • Strong understanding of project finance, risk allocation, and portfolio optimisation.
  • Ability to provide strategic leadership, investment decision‑making, and governance oversight across the fund and asset lifecycle.
Competence & MAS Fitness
  • Deep understanding of project finance, contracts, risk allocation, and portfolio optimisation.
  • Eligible as a Fit & Proper senior management / CMS‑licensed representative under MAS.
  • Capable of providing independent challenge, governance, and risk oversight at fund level.
