Summary

Responsibilities
1. Contract & Commercial Leadership
  • Lead the full spectrum of pre- and post-contract management activities, including tender reviews, contract negotiations, claims, and variations.

  • Ensure all commercial and contractual activities strictly adhere to the requirements of Singapore's Building and Construction Authority (BCA), Land Transport Authority (LTA), and Ministry of Manpower (MOM) guidelines.

  • Manage and administer complex main contract and subcontract agreements, focusing on timely execution, compliance, and effective risk control.

  • Oversee the accurate preparation, rigorous review, and timely submission of claims, cost variations, and formal contractual correspondence.

  • Implement systems to manage contractual documentation efficiently and accessibly.

2. Financial Management & Cost Control
  • Monitor and maintain strict control over project financials, including budget adherence, cash flow projection, and cost forecasting, to ensure projects meet profitability targets.

  • Oversee the entire cycle of monthly progress claims, payment certifications, and final account settlements, ensuring accuracy and timely processing.

  • Drive continuous improvement in project margins by implementing proactive cost control measures and value engineering initiatives.

  • Analyse financial data to identify and report on variances, developing corrective action plans as needed.

3. Stakeholder Management & Advisory
  • Serve as the primary commercial point of contact, liaising professionally with clients, consultants, subcontractors, suppliers, and internal project teams on all commercial matters.

  • Provide expert commercial advice and support to Project Directors, Project Managers, and Site Teams to ensure their decisions align with contractual obligations and commercial objectives.

  • Prepare and present clear, concise commercial reports and financial updates to senior management, ensuring full transparency of project performance and risks.

4. Risk Management & Governance
  • Proactively identify, rigorously assess, and develop strategies to mitigate all commercial and contractual risks across the project portfolio.

  • Ensure strict compliance with internal company policies, the Personal Data Protection Act (PDPA), the company's no-gift policy, and the Business Code of Conduct.

  • Support all internal and external audits, manage insurance-related matters, and oversee dispute resolution processes to protect the company's legal and financial interests.

Key Requirements
  • Bachelor's degree in Quantity Surveying, Construction Management, Engineering, or a closely related field.

  • Possessed progressive commercial management experience specifically within the construction or Mechanical & Electrical (M&E) industry.

  • Proven, successful track record in commercial management for construction projects in Singapore, with a preference for experience on large-scale infrastructure or building projects.

  • Strong, demonstrable knowledge of industry-standard forms of contracts relevant to Singapore, including PSSCOC, SIA, FIDIC, and LTA contracts.
